🗣 The World Is Getting Closer to Real Multipolarity: The Time Has Come for Creative Solutions

On Monday, October 2, the 20th Annual meeting of the Valdai Discussion Club opened in Sochi on the topic “Fair Multipolarity: How to Ensure Security and Development for Everyone”. The first day featured three working sessions, as well as a presentation of the annual Valdai Club Report and a meeting of participants with Russian Foreign Minister Sergey Lavrov

In his greeting to the forum participants, Andrey BystritskiyChairman of the Valdai Club, emphasised that the formation of a new world, which is happening before our eyes, does not entail the complete disappearance of the old one: the future is rising from its elements. Therefore, the task that the authors of the Annual Report set for themselves is to understand what principles and rules govern this process, in the context of the destruction of cumbersome hierarchies. Finding an answer to this question is also one of the tasks facing the participants of the Annual Meeting. 

Two authors took part in the presentation of the report, which was broadcast live (the recording is available on our website): Timofei Bordachev and Andrey Sushentsov, programme directors of the Valdai Club. The moderator was British historian Richard Sakwa, a long-time participant in the Club’s meetings.

⚔️ The widespread use of hybrid war tools in modern international relations brings us back to the classic maxim of Thomas Hobbes that relations between states are doomed to anarchy.

The state of peace is temporary, and at any moment can turn into a state of war.

Modern realities suggest that the absence of armed struggle can be combined with a permanent hybrid confrontation.

That is, anarchy goes much further and deeper than the classical political theorists observed. 

The key practical problem of hybrid warfare is that it is extremely difficult to control via conventional diplomatic means. You can stop the armed struggle by concluding a truce or a peace agreement. But how can two belligerent parties agree on the end of a hybrid war? 

Hybrid warfare is easy to start and even easier to accelerate its momentum. Stopping it is extremely difficult, if not impossible. Moreover, a smouldering and self-sustaining hybrid war may well devalue political agreements and diplomatic efforts.

The termination of hybrid wars and their transformation into a hybrid peace is the fundamental problem of modern diplomacy, writes Valdai Club Programme Director Ivan Timofeev.

If everything runs smoothly, the BRICS may be able to take the decision to create a currency during the Summit in Russia next year. According to Alan Freeman, Co-Director of the Geopolitical Economy Research Institute, the session on the Russian economy at the 20th Annual Meeting of the Valdai Discussion Club was one of the most interesting.

“The most fascinating thing was a certain degree of optimism despite the present economic warfare. The Russian economy not only survived despite the sanctions, but becomes stronger. Anyway, the speakers identified the problems. The Americans said all the time that everything Russia was doing is wrong, and now Russia is responsible for all the troubles in the world. The response should be the sense of the Russian identity, the sense of the Russian history, the sense of Russia's contribution to the world, the sense of the right direction.”
