📆 #SPIEF: On Thursday, June 15, at 15:00 Moscow Time (GMT+3), a session of the Valdai Discussion Club titled “The New World Economy — Not Global, But Interconnected” will take place as part of the business programme of the St. Petersburg International Economic Forum 2023.

📍Featuring Andrey Belousov, First Deputy Prime Minister of the Russian Federation, the session will be held in Conference Hall G6 in Pavilion G of the Expoforum Convention and Exhibition Centre. It will be open to all forum guests and will be broadcast on the Club’s website.

The world has been radically changed by the events of the early 2020s, including the pandemic and the military-political crisis in Europe, part of which is Russia’s special military operation in Ukraine.

The Valdai Club invites speakers from Russia, India, China, and Malaysia to reflect on the nature and scale of change, assess the impact of trends on the countries and regions they represent and their ties with Russia, and to present new areas and forms of joint work.

🇮🇹 On June 12, 2023, Silvio Berlusconi, one of the most controversial and at the same time brightest Italian politicians, passed away.

The last thirty years in the political history of Italy have passed largely under his activities, as well as the struggle against him by his opponents both in Italy and in the EU as a whole.

Berlusconi was prime minister three times: in 1994-95, in 2001-2006 and in 2008-2011. Two times out of three, his tenure ended early, in the midst of scandals and coalition breakups. But he was chosen again and again.

As an experienced and cynical businessman, Berlusconi was immediately open to conduct no less direct and cynical business with Russia, free from any kind of ethical equivocation and moralisation. Moreover, business was both commercial and political. 

Berlusconi never traded Italy’s national interests for the sake of Russia, writes Valdai Club Programme Director Oleg Barabanov. The reason is that even the most irreconcilable opponents of Berlusconi, when they came to power instead of him, continued the same policy of dialogue and cooperation with Russia as Silvio Berlusconi did.

🌐 The modern world is trapped in a crisis, and the crisis is worsening. However, at the same time, the interdependence of countries upon one another has not gone away, and, in a certain sense, is even increasing.

In addition, most of the world does not want to take part in the Western attempts to weaken Russia, which would be dangerous for the whole world. On the contrary, most countries of the world (and some Western countries too) want to somehow establish and maintain economic ties. Nevertheless, this requires rules, financial infrastructure, means of payment and systems for them. They need regulatory tools that could be reliable and that would not end up in the same hands.

It is clear that a new edifice of the world economy cannot be built overnight, but, obviously, the process of its construction has already begun.

We can see firsthand that although the current crisis has complicated international economic communication, at the same time it has awakened many new forces that are willing to seize the moment to take a better place in the global economy, writes Valdai Club Chairman Andrey Bystritskiy.

🌏 The fundamental basis of the Russian approach to the training of future analysts and diplomats is to instil in students a knowledge of the history, language and culture of the country of specialisation. 

As the international developments of the past year show, there are at least two reasons why high-quality training of diplomatic personnel in Russia has not lost its relevance.

1️⃣ First, our interlocutors in the West are becoming skilled in toying with human emotions.

The era of globalisation has given mankind such an open information society that all people perceive themselves as participants in the international process: foreign policy developments affect people’s thoughts and feelings, turning them into the protagonists of international events. European politicians successfully press the “sympathy” and “solidarity” buttons on the dashboard in connection with various international events. The United States, Britain and some other Western countries, skilled in the information war, are now very good at directing the flows of emotional reactions of English-speaking citizens in the West, and in other regions of the world, to shape the way they perceive what is happening, for example, in Ukraine.

2️⃣ Second, the countries where the centre of gravity of world resources is gradually shifting, namely China and India, do not perceive the confrontation between Russia and the West as a redistribution of the world order, but only as the latest struggle within the West. That is, what is happening is perceived as a conflict within “white civilization”, as a dispute between economic entities.

It is necessary to strengthen the ability of young professionals to interact in a new information environment, where you need to take the initiative, to defend convincingly and firmly your own position; to conduct a discussion in such a way that your point of view looks like the closest approximation to the median of common sense: to be able to press the buttons of the interlocutor’s emotions, writes Valdai Club Programme Director Andrey Sushentsov.

🇷🇺🌏 The World Is Crumbling, but Not Collapsing: The Valdai Club Discussed Current Trends and Future Scenarios at SPIEF-2023

On June 15, as part of the business programme of the St. Petersburg International Economic Forum 2023, the Valdai Club hosted a session, titled “The New World Economy — Not Global, But Interconnected”, featuring Andrey Belousov, First Deputy Prime Minister of the Russian Federation.

The concept of a “crumbling world” was coined by the Valdai Club’s researchers in 2017-2018. At that time, the concept describing a process whereby the institutions and structures of the post-Cold War world cease to function, caused objectionsof many experts. However, the pandemic began — and it turned out that the deformation and deconstruction of regulatory systems can occur much faster than we had imagined, Fyodor Lukyanov, Research Director of the Club, recalled in his opening speech. Today we see how politics, like an icebreaker, interferes with economic issues, and what seemed impossible yesterday, because it was irrational, is happening right now. At the same time, the crumbling world does not fall apart: it remains extremely interconnected in the economic, informational and cultural sense. Lukyanov invited the participants of the session to comprehend this new interconnectedness and try to determine which principles now define the functioning of the world.

🇷🇺🌏 Russia’s most urgent foreign policy task is to improve its own statehood and economic resilience in the face of global instability.

One of the axioms of the science of international relations says that a great power is its only truly formidable opponent, and no external enemy can pose a threat to its existence. Supporting evidence is provided by the historical experience of the USSR, which suffered defeat as a result of the Cold War in 1949-1991. This happened as a result of internal weakening, rather than intrigues or external opponents launching an offensive.

The military-political conflict between Russia and the West is, simultaneously, an attempt at a final territorial delimitation in Europe and a new stage in the design of the borders of the Russian state. Therefore, at present, this conflict has become the most important one, as it defines the outlines of the European international order for the main participants in global politics. For Russia itself, it is the most important, because here it is faced with a consolidated enemy whose intentions are obviously hostile.

Russia, which can withstand the pressure of the West and inflict a military defeat on it in Ukraine, will be able to solve all other problems that may theoretically arise on its periphery, writes Valdai Club Programme Director Timofei Bordachev.

📆 ANNOUNCEMENT: On June 20 at 16:00 Moscow time (GMT+3), the Valdai Club will host an expert discussion, titled “Syria: Halfway Home”, dedicated to the country’s return to the Arab League after 12 years.

The Syrian crisis has become one of the most acute and complex in the Middle East over the past 15 years. With the intervention of external forces, the civil conflict escalated into a war which threatened to disintegrate the country. In 2013, the crisis took on an international character when the US and EU countries declared President Assad illegitimate and launched pressure on Damascus through the UN and other international institutions.

Following an official request from Damascus, Russia provided military assistance to the Assad government, thanks to which the legitimate authorities managed to regain control over the country’s territory. Moscow also made a great contribution as a mediator, participating in the intra-Syrian negotiations in Geneva and launching the Astana process, whereby the “external” and “internal” opposition sat down at the negotiating tablefor the first time in 2018 in Sochi.

On May 7, 2023, the Arab League Council decided to bring Syria back to the organization after 12 years of suspension. Experts believe that this is a great diplomatic victory for President Assad and marks the gradual weakening of the influence of the United States and Western countries in the Middle East.

🗽⛔️ A deeper understanding of the policy of restrictive measures against Russia requires the study of nuances and details. One such nuance is the role of the US Congress in decision-making on sanctions.

In 2022-2023, at least 60 bills on sanctions against Russia appeared. The vast majority of them were linked to the conflict in Ukraine. Three became laws. One concerned sanctions against importers of Russian gold, the second suspended normal trade relations with Russia, and the third legislated a ban on the import of Russian energy resources.

However, the Biden Administration went much further. Using Executive Orders (especially Executive Order No. 14024) as a legal mechanism, the Biden Administration imposed massive blocking sanctions against Russian individuals, defined bans on investments in Russia, broad export and import restrictions, transport restrictions, a cap on the price of oil and petroleum products, and much more. Active work was carried out to internationalise sanctions, as well as to improve mechanisms to combat the circumvention of restrictions. These measures have not yet been enshrined in law and so far, Congress has not shown excessive zeal. In relations between the Administration and Congress on Russia, there is still a relative consensus.

Apparently, the Administration wants to keep a free hand in negotiations with Russia. If the new sanctions are enshrined in law, their lifting will be much more difficult. Their use as a bargaining tool will depreciate. However, in Moscow, apparently, they do not believe in the prospect of any agreements anyway, at least in the near future.

🇨🇺 Cuba has been living under a US embargo since the early 1960s. With scarce natural resources, but a lot of creativity, the country not only managed to face economic isolation, but also developed some top-tier specialisations.

The West-sponsored Ukraine-related sanctions-regime has converted Russia into the most-sanctioned country in world history. With a little less than 15,000 sanctions against its individuals, entities and institutions, Russia ranks first in the global ranking of sanctions-hit countries, with Iran far behind in second place – with about 4,000 sanctions.

To understand the uniqueness of the Ukraine crisis-related sanctions-regime, all that is needed is a comparison: as of March 2023, Russia was dealing with almost 15,000 sanctions, while the world's seven most sanctioned economies totalled approximately 11,500 sanctions. 

Russia and likeminded countries have a lot to learn in their quest for greater economic autonomy from the successes and failures of players from every era. Now is the time to draw lessons from the country that survived the world’s longest embargo: Cuba, writes Emanuel Pietrobon.

🇸🇾 Syria and the Arab League: The Reunification of the Arab Family

On June 20, 2023, the Valdai Club held an expert discussion, titled “Syria: Halfway Home,” dedicated to the country’s return to the Arab League after twelve years.

💬 The moderator of the discussion, Andrey Sushentsov, programme director of the Valdai Club, noted that the decision taken in May by the Arab League Council to resume Syria’s suspended membership in the organisation looks like a significant diplomatic victory for Damascus.

💬 Bashar al-Jaafari, Ambassador Extraordinary and Plenipotentiary of the Syrian Arab Republic to the Russian Federation, stressed that Syria has never completely left the Arab League and now it is only concerned with resuming its activities in the organisation. Expressing gratitude to Russia for the assistance it provided to the Syrian Arab Republic from the very beginning of the crisis, the ambassador called Russian-Syrian relations an example of partnership and brotherhood.

💬 Ramzy Ezzeldin Ramzy, UN Deputy Special Envoy for Syria (2014-2019), added that no one in the Arab world believed that Syria had truly abandoned the Arab family. He noted with joy that the issue had finally been resolved and expressed his hope that in the future, the Arab League would not try to ostracize any of its members. Analysing the role of the Arab states in resolving the crisis, the diplomat pointed out that for a long time they had tried to distance themselves from this process, but gradually realized that the situation should not be left to chance. Their priorities now, according to Ramzy, include the return of refugees, the fight against terrorism and the reconstruction of the country.

💬 Maria Khodynskaya-Golenishcheva, Professor at the Department of Applied Analysis of International Problems of the  Moscow State Institute of International Relations (MGIMO University) and Deputy Director of the Foreign Policy Planning Department of the Russian Foreign Ministry, called the return of Syria to the Arab League a big event, including from the standpoint of geopolitics. In her opinion, what is happening illustrates centripetal tendencies within the Arab community, and within the framework of the civilizational approach adopted in the updated Foreign Policy Concept of Russia. Centripetal tendencies within civilizational communities are a positive factor from the point of view of the prospects for the formation of a global world order. The more consolidated civilizational communities are, the more opportunities they will have to speak with one voice and express the aspirations of their peoples, and the more significant their contribution to the formation of a multipolar system will be, Khodynskaya-Golenishcheva believes.

💬 Igor Matveev, senior researcher at the Institute of Oriental Studies of the Russian Academy of Sciences, considers what is happening to be the return of historical justice. “The Syrian people have shown resilience,” the expert believes. “It was primarily because of that resilience that what happened, happened.” He considers the stalwart and consistent defence of the interests of the country to be an important element. In the context of the normalisation of Syria's relations with its neighbours, Matveev pointed to the increasing talk of creating a regional platform for the reconstruction of Syria, and this platform should not necessarily be limited to the Arab world.
