We are already living in a new world order, the contours of which we are not fully aware of. An adequate understanding of the new order requires a clear understanding of what exactly we mean by a multipolar world, and what kind of multipolarity we are dealing with today.

🇧🇷🇷🇺🇮🇳🇨🇳🇿🇦 The strengthening of BRICS and the entry of this association into the ranks of the key institutions of global governance has actualised the issue of expanding its membership.

As of early May this year, 19 countries have plans to become BRICS members: Iran, Egypt, Saudi Arabia, Algeria, the United Arab Emirates, Argentina, Indonesia and a number of other states. The motives for joining BRICS include the attractiveness of the existing model of cooperation, its agenda, as well as the desire of new members to become some of the key actors that will determine the direction of development of the multilateral international political and economic system in the near future.

One of the factors in increasing the influence of BRICS was the commitment of its members to develop approaches to cooperation, taking into account mutual interests determined by individual leading participants, without pressure and coercion determining the conditions for their implementation.

🎓🌍 Africa, beyond being a spectator to how external actors lay blame on each other or seek to take credit for their ‘humanitarian’ efforts to civilize the continent, believes there are many other issues that these countries should pay more attention to.

This is where the role of higher education institutions comes in. Looking at the re-emerging relations between Africa and Russia, higher education institutions can play a unique role in strengthening these relations.

Crucially, the new engagements between Moscow and Africa need to go beyond high-level summits between policymakers and transform into an opportunity for generational engagement. The younger generation in Africa have more potential to carry forward the aspirations of the continent, but only if African countries can catch up with the global trend of making their societies knowledge-based.

The place of knowledge in resolving the contemporary and historical challenges ailing many developing countries cannot be underestimated. From dealing with the problem of disease to urban planning and addressing the challenges of inadequate and inefficient housing, schools, food security, affordable energy and economic infrastructures, knowledge remains an important component of dealing with these challenges.

Russia provides a unique opportunity for students and researchers from the continent to tap into its experiences in emerging scientific and research trends such as artificial intelligence, engineering, nanotechnology, agriculture, nuclear energy, cyber security and foreign policy, which are essential for growing a knowledge-based economy.

Importantly, the sanctions which were recently imposed on Russia have given the country an opportunity to rethink and reinvent its economic and social policies to match the challenges that the sanctions have brought about.

These lessons can be crucial for Africa, which has struggled with the unfavourable conditions stemming from the dominant liberal economic system and institutions, writes Valdai Club expert Israel Nyaburi Nyadera.

The world has been radically changed by the events of the early 2020s, including the pandemic and the military-political crisis in Europe, part of which is Russia’s special military operation in Ukraine. The liberal-style globalisation that has developed since the 1980s is giving way to another form of relationship. The shift in weight and roles of East and West, North and South in the world economy, as well as gross political intervention and the economic war unleashed by the West against Russia, have led everyone to the understanding that there will be no return to a centralised world system.

Against this background, a radical reorganisation of almost all markets is taking place — from raw materials and consumer markets to technological and cultural ones: commodity and machine-building flows are being transformed; many states are urgently adapting to new suppliers; market shares are changing. The interconnection remains, but new forms and chains are being built, and this is the reason behind the topic of this year’s Valdai Club session.

The Valdai Club invites speakers from Russia, India, China, and Malaysia to reflect on the nature and scale of change, assess the impact of trends on the countries and regions they represent and their ties with Russia, and to present new areas and forms of joint work.

🇮🇳 The Indian position focuses on resolving any disputes bilaterally.

In 2021, the UAE’s ambassador to the US Yousef al-Otaiba announced that the Gulf state had played a role in India and Pakistan announcing a ceasefire on their border earlier in the year. While this did come as a surprise to many, there is a long history of mediation and backchannel negotiations that have characterised engagement between the two South Asian states. This very history is also replete with numerous failures, wherein apart from achieving some short-term stabilisation, none have resulted in a resolution of the key issues involved.

Given that India would prefer to deal with the disputes with its neighbours bilaterally, how can its partners help? Apart from direct mediation, friendly partners can assist through a variety of ways, depending on the willingness of the parties. These involve backchannel talks, support at international forums, and the facilitation of meetings between disputing parties, writes Valdai Club expert Nivedita Kapoor.

💸 The desire of the Latin American states to leave or, at least, significantly reduce their level of dollar dependence has not yet enjoyed success.

All projects implemented by them in order to increase the use of national currencies in mutual trade basically relied on the US dollar due to the lack of an alternative to replace it.

In the current conditions of transformation, not only of the international relations system, but also of the global monetary and financial system, in the future, the currencies of the BRICS countries may serve as such an alternative, writes Anna Tsibulina, Associate Professor of the Integration Processes Department at MGIMO University.

🇦🇲🇦🇿 It is very likely that international politics in the South Caucasus is now entering a new stage of development, characterised by the completion of the largest and most well-known regional conflict — in Nagorno-Karabakh.

The confrontation over the fate of this Armenian-populated region within Azerbaijan has been a central factor in all regional life for more than three decades.

In fact, it was the most important factor in the development of the two neighbouring states after they gained independence in 1991. It shaped their system of foreign policy interests, and determined the development of political systems, economic ties, and military organization.

Whether we like it or not, history practically does not know examples of a conflict centred on the ethnic and territorial issue being resolved to the mutual satisfaction of the opposing sides. Its outcome is always unfair, and the only question is whether the result of the accomplished injustice can be maintained for a sufficiently long period of time.

How sustainable is the likely solution remains to be seen, writes Valdai Club Programme Director Timofei Bordachev.

🌏 Сhange is the basic feature of the current Central Asia region, or rather Central Asia is undergoing a period of great transformation.

This is the biggest overall trend shift in the Central Asian countries since their independence in 1991, and it is clearly reflected in its domestic politics, regional relations and foreign policies.

In the field of domestic politics, change is characterised by reform, as can be seen in the two major powers of Central Asia, Uzbekistan, the most populous country, and Kazakhstan, the largest country in territory. The two countries have had a change of presidents in 2016 and 2019, respectively, and entered the second generation of leaders, which led to the beginning of domestic reforms in both countries.

Although the reforms of Uzbekistan and Kazakhstan do not cover all Central Asian countries, they have a key shaping influence on the formation of regional development trend due to their special status in Central Asia’s politics, economy and diplomacy.

After 30 years of development, against the backdrop of tremendous changes in world politics and economics, the Central Asian countries have a strong desire to embrace innovation, change, development and modernisation, writes Valdai Club expert Zhao Huasheng.

🇮🇹 On June 12, 2023, Silvio Berlusconi, one of the most controversial and at the same time brightest Italian politicians, passed away.

The last thirty years in the political history of Italy have passed largely under his activities, as well as the struggle against him by his opponents both in Italy and in the EU as a whole.

Berlusconi was prime minister three times: in 1994-95, in 2001-2006 and in 2008-2011. Two times out of three, his tenure ended early, in the midst of scandals and coalition breakups. But he was chosen again and again.

As an experienced and cynical businessman, Berlusconi was immediately open to conduct no less direct and cynical business with Russia, free from any kind of ethical equivocation and moralisation. Moreover, business was both commercial and political. 

Berlusconi never traded Italy’s national interests for the sake of Russia, writes Valdai Club Programme Director Oleg Barabanov. The reason is that even the most irreconcilable opponents of Berlusconi, when they came to power instead of him, continued the same policy of dialogue and cooperation with Russia as Silvio Berlusconi did.

🌐 The modern world is trapped in a crisis, and the crisis is worsening. However, at the same time, the interdependence of countries upon one another has not gone away, and, in a certain sense, is even increasing.

In addition, most of the world does not want to take part in the Western attempts to weaken Russia, which would be dangerous for the whole world. On the contrary, most countries of the world (and some Western countries too) want to somehow establish and maintain economic ties. Nevertheless, this requires rules, financial infrastructure, means of payment and systems for them. They need regulatory tools that could be reliable and that would not end up in the same hands.

It is clear that a new edifice of the world economy cannot be built overnight, but, obviously, the process of its construction has already begun.

We can see firsthand that although the current crisis has complicated international economic communication, at the same time it has awakened many new forces that are willing to seize the moment to take a better place in the global economy, writes Valdai Club Chairman Andrey Bystritskiy.

🌏 The fundamental basis of the Russian approach to the training of future analysts and diplomats is to instil in students a knowledge of the history, language and culture of the country of specialisation. 

As the international developments of the past year show, there are at least two reasons why high-quality training of diplomatic personnel in Russia has not lost its relevance.

1️⃣ First, our interlocutors in the West are becoming skilled in toying with human emotions.

The era of globalisation has given mankind such an open information society that all people perceive themselves as participants in the international process: foreign policy developments affect people’s thoughts and feelings, turning them into the protagonists of international events. European politicians successfully press the “sympathy” and “solidarity” buttons on the dashboard in connection with various international events. The United States, Britain and some other Western countries, skilled in the information war, are now very good at directing the flows of emotional reactions of English-speaking citizens in the West, and in other regions of the world, to shape the way they perceive what is happening, for example, in Ukraine.

2️⃣ Second, the countries where the centre of gravity of world resources is gradually shifting, namely China and India, do not perceive the confrontation between Russia and the West as a redistribution of the world order, but only as the latest struggle within the West. That is, what is happening is perceived as a conflict within “white civilization”, as a dispute between economic entities.

It is necessary to strengthen the ability of young professionals to interact in a new information environment, where you need to take the initiative, to defend convincingly and firmly your own position; to conduct a discussion in such a way that your point of view looks like the closest approximation to the median of common sense: to be able to press the buttons of the interlocutor’s emotions, writes Valdai Club Programme Director Andrey Sushentsov.

🇷🇺🌏 The World Is Crumbling, but Not Collapsing: The Valdai Club Discussed Current Trends and Future Scenarios at SPIEF-2023

On June 15, as part of the business programme of the St. Petersburg International Economic Forum 2023, the Valdai Club hosted a session, titled “The New World Economy — Not Global, But Interconnected”, featuring Andrey Belousov, First Deputy Prime Minister of the Russian Federation.

The concept of a “crumbling world” was coined by the Valdai Club’s researchers in 2017-2018. At that time, the concept describing a process whereby the institutions and structures of the post-Cold War world cease to function, caused objectionsof many experts. However, the pandemic began — and it turned out that the deformation and deconstruction of regulatory systems can occur much faster than we had imagined, Fyodor Lukyanov, Research Director of the Club, recalled in his opening speech. Today we see how politics, like an icebreaker, interferes with economic issues, and what seemed impossible yesterday, because it was irrational, is happening right now. At the same time, the crumbling world does not fall apart: it remains extremely interconnected in the economic, informational and cultural sense. Lukyanov invited the participants of the session to comprehend this new interconnectedness and try to determine which principles now define the functioning of the world.
