🇰🇷 There has been a significant rise of concern in South Korea recently about the state of national security.

One of the main reasons for concern has been the rapid development of the nuclear missile programme in North Korea. Pyongyang currently has delivery systems that allow it to strike the United States, while at the same time it is actively working to develop and deploy its own tactical nuclear weapons.

In an attempt to get out of the crisis, the South Korean political class is primarily discussing two possible solutions. First, they are talking about the possibility of South Korea developing its own nuclear weapons, and, second, about the return to the Korean Peninsula of American tactical nuclear weapons, which were withdrawn in the early 1990s.

In the event of an attempt to create its own nuclear weapons, South Korea would immediately face both international sanctions and harsh sanctions from China. However, the situation has recently begun to take such a turn that an increasing number of people in the South Korean establishment believe that these economic losses can be ignored, writes Andrei Lankov, Professor at the Kookmin University (Seoul).

🌐 The G20 summit in Indonesia will need to keep its focus on the key imperatives and exigencies of today’s world economy, most notably the rising risks of a global recession

Indeed, there do appear to be crucial items on the economic agenda that are awaiting decisions from the largest economies of the globe during the period of unprecedented risks and volatility in the markets. Among the possible venues for discussion are the need to introduce greater inclusivity into the G20 forum itself, with due representation accorded to developing economies.

With the IMF warning about the rising risks of recession perhaps the most important economic issue to discuss at the G20 summit will be the coordination of an anti-crisis response across the global economy.

The developing countries in the coming years could make a lasting and crucial contribution to making the G20 a more effective and inclusive global anti-crisis mechanism, writes Valdai Club Programme Director Yaroslav Lissovolik.

🤝 On November 13, a memorandum of cooperation between the Foundation for Development and Support of the Valdai Discussion Club and the Emirates Policy Center @EmiratesPolicy was signed on the margins of the 9th Abu Dhabi Strategic Debate (ADSD).

Andrey Bystritskiy, the Valdai Club Chairman, represented the Valdai Discussion Club and Ebtesam Al Ketbi, President of the Emirates Policy Center, represented the EPC.

The memorandum aims at creating conditions for building efficient and trust-based dialogue between academic and expert communities as well as civic organisations of Russia, the UAE, and other Gulf states. The Valdai Club and EPC are planning to develop cooperation in the areas of national, regional and global affairs by holding joint events, exchange of visits of members of the intellectual elites, launching bilateral projects, preparation and exchange of research papers.

ℹ️ The Emirates Policy Center (EPC) is an independent think tank based in Abu Dhabi, United Arab Emirates. The EPC was established in September 2013 during the turmoil of the “Arab Spring” to study internal and external threats to nation-states in the Gulf region and the broader Arab world. The EPC aims to determine and forecast the impacts of geopolitical developments and changes in the global balance of power on the UAE and the region.

👥 The host countries’ societies do not always appreciate a seemingly obvious fact: migrants are not just a “workforce” or some “median population.”

They move from one country to another in search of jobs and better life opportunities. They have their own problems and vulnerabilities.

Usually, this understanding comes when countries receive large numbers of migrants. This was the case in West Germany after it implemented its guest worker programmes in the 1960s. This is happening now in Russia, a country that became the centre of a vast Eurasian migration system relatively recently, with the collapse of the USSR. It rapidly turned into one of the world’s largest immigration systems – alongside those in North America, Western Europe and the Middle East (centred on the Persian Gulf).

Over 281 million people, or about 3.6 percent of the planet’s population, are now involved in the processes of international migration. This is 128 million, or three times more than in 1990.

Thus, international migration is exerting an enormous influence on the demographic dynamics, labour markets and socio-economic processes – both in host states and countries of origin. The academic community as well as politicians and journalists tend to approach migration as a macroeconomic process, ignoring the needs of individual migrants.

Meanwhile, it is no less important to see how migration affects the destinies of individual migrants and their family members, not just the economies and societies that are involved in migration processes, write the authors of the new Valdai report, titled “The Social Problems of International Migrants”.

If before the Club had already held debates on a similar topic in separate sessions, this time it was decided to devote a whole conference to the interconnectedness of religion, ethics, national identity and the resulting approaches to issues of domestic and foreign policy.

📍 It is no coincidence that Kazan was chosen as the venue for the conference on this topic. The capital of Tatarstan for many centuries has been a vivid example of close and peaceful coexistence between different religions, while at the same time being one of the most important centres of Russian Islam — this year Tatarstan celebrates the 1100th anniversary of the adoption of Islam by Volga Bulgaria.

🔹 The main task of the Kazan conference is to discuss the secret to maintaining stability within multinational and multi-confessional societies.

🔹 The second task is to determine how multi-nationality and religious pluralism could promote international cooperation in the face of geopolitical tensions.

In the context of unprecedented external sanctions, Russia has paid special attention to the formation and maintenance of technological sovereignty. The priorities of scientific and technological development have already been determined, the efforts of the state and business community to finance scientific research are being consolidated, and personnel are being trained for the new economy. Despite limited access to Western technology, there is a window of opportunity for the accelerated development of Russian scientific and technological potential.

Other countries and regions are also interested in rolling out technological sovereignty. The European Union aims to master key advanced technologies in the field of microelectronics, quantum computing, artificial intelligence and lockchain. China is betting on the development of artificial intelligence, quantum science and the production of superconductors, while India is actively developing the semiconductor industry and electronics.

At the same time, technological protectionism and a low level of knowledge sharing persist in the world. This state of affairs leads us to think about the measures necessary to ensure technological development and analyse the experience of individual countries and regions.

How sovereign is Russia technologically?
Which countries should Russia turn to in order to learn from experience?
What measures should be taken to achieve technological autonomy in the EU and in Asian countries, and how effective are they?

These and other questions will be discussed by the participants of the discussion.

🤼 One of the topics raised at the recent Annual Meeting of the Valdai Discussion Club was the anti-colonial and anti-imperialist struggle in the modern world; there was even a question at its plenary session.

This topic has recently been increasingly in the focus of attention of Russian officials; the reasons are clear. At the same time, the key question that arises here is that the anti-colonial struggle has traditionally been waged on the basis of leftist ideas and values. And let’s agree that the values officially promoted by Moscow are by no means left-wing and are of a pronounced right-wing conservative nature.

The question arises: can a right-wing conservative political regime, even if it is extremely revisionist in relation to the Western mainstream, work effectively in a field grounded in leftist values, or at least a leftist discourse?

How should Russia position itself in the current anti-colonial struggle, given that, quite obviously, the left-liberation discourse and left-wing values are by no means significant in Russia’s official internal ideological policy?
