The Law doesn't specifically, by name per voting system manufacturer, state when these tapes shall be produced, but it's understood that these tapes are part of the paper records of an election, and must be produced and preserved.

This is evident as state law was amended to reflect federal law (HAVA) and to adhere to more specific procedures outlines in optional(?) federal rules VVSG (Volunteer Voting System Guidelines) issued by the HAVA-created EAC (the Election Assistance Commission) and reflect the intent to conduct elections with an AUDITABLE PAPER TRAIL.

The TX SOS (Texas Secretary of State) issues rules based on state statute, which is based on Federal Statutes and State Constitutional Law.
The TX SOS issued an election advisory rule 2019-23 mandating the EARLY VOTE RESULT TAPES be printed at CENTRAL COUNT - which is only convened on ELECTION DAY/NIGHT. We have legislation seeking to mandate the tapes be printed daily thru early voting for more accurate and timely reconciliation purposes, but that's for later - ALL that to say this:

We are finding that these tapes are sometimes not being produced at all.

Scale of 1-10 - how mad will you be when we return to mostly paper elections, and all your semantics and jargon falls flat due to being seen as referencing obsolete technology?
