The mutual agreement of the USSR and the USA to destroy nationalism and the nuclear capability of South Africa
According to a US-Soviet negotiation memo (1977), the Soviet Union was aware of a transition of power timeline to collapse South Africa & Rhodesia. As a communist state, the Soviet Union saw Africa as one block — in globalist terms, not as separate nationalities with self interests — since the majority of the block is black & ideologically favourable, they intended to smash the 'white racists'. Carter confirmed the intention to dissolve the nationalist states, "... we are trying to resolve the South African problems. We, like you, are very concerned... not only about the manifestation of racism in this part of the globe, but, like you, about the intention of the South African Republic to create its own nuclear weapon... in case of disagreement with our approach to the problems of the South of Africa we could privately discuss these problems... we could have a common approach in the public arena."
