To ensure symmetry on all sides, it will use the largest system bar dimensions (width or height (depending on the orientation)) for both the vertical and horizontal sides. Bottom bar is an example of it.
The same thing will happen in portrait mode (ignore the bottom bar layout)

They're banning sideloading in the name of, "saar, we are defending you from malicious apps, saar", while all the malicious apps are coming from the Play Store itself.
