⚡️Guys, our financial advice to you, if you suddenly have problems when paying with foreign cards:

🔸Get a Mir card in any bank, it takes 1-3 days to issue it. Will work anyway

🔸If you have Visa and Mastercard cards, you can transfer money from any bank in the Russian Federation using the “fast payment system” without commission to Mir. These cards WILL work, but it will not be possible to issue new ones in the Russian Federation in most large banks

🔸Apple and Samsung Pay work, sometimes the system crashes

🔸Cash withdrawal: ask your bank for information on which ATMs in the Russian Federation are best for withdrawing money from your bank card so as not to overpay a commission. Or does your bank have an office in Russia

Important questions about international financial transfers 🔥

1️⃣ A couple of days ago, the application that my parents send me money stopped working. This is a joint application of Sberbank and a bank in my country: Hamkorbank, Agrobank and others
Yes, unfortunately, payment services and applications that provide international transfers that functioned in banks from the SDN list (VTB, Bank Rossiya, FC Otkritie, Sovcombank, Promsvyazbank and Novikombank) do not work due to the disconnection of these banks from the system SWIFT
But you can use the services of any other bank that is not included in the SDN list

2️⃣ Can I withdraw money from a Spanish Visa card in any of the Russian banks?
Yes, you can withdraw money from ATMs of banks that are not subject to sanctions, that is, from Russian banks that are not on the SDN list

3️⃣ Is it possible to disable foreign bank cards from the SWIFT system on the territory of the Russian Federation and how will we receive money from our countries in this case, pay them in the Russian Federation?
Banks from the SDN list (VTB, Bank Rossiya, FC Otkritie, Sovcombank, Promsvyazbank and Novikombank) were disconnected from the SWIFT system.
Other banks are connected and can send and receive transfers via the SWIFT system. Therefore, parents of foreign and Russian students can transfer money to student cards issued by both foreign and Russian banks not included in the SDN list in the account currency (dollar, ruble, euro).
Students can pay with these cards at POS terminals of banks that are not included in the SDN list, withdraw money from an ATM or convert it into rubles

4️⃣ When parents tried to send money, they failed
Since the situation is constantly changing, some foreign banks and payment systems temporarily do not accept payments (until the situation is clarified).
As of March 4, 2022, Visa and Mastercard payment systems still work both in Russia and abroad with banks that are not included in the SDN list
Parents of foreign and Russian students can transfer money to student cards issued by both foreign and Russian banks not included in the SDN list in the account currency (dollar, ruble, euro).

5️⃣ Can I pay for my studies abroad?
Yes, such payments are possible: for this you need to transfer money to the account of a foreign organization that provides services

6️⃣ How to transfer money to a child in a foreign currency in the Russian Federation now WITHOUT a commission?
Parents of foreign students can transfer money to student cards of both foreign banks and Russian banks not included in the SDN list in the account currency (dollar, ruble, euro). Students will be able to pay with these cards and withdraw money from an ATM or convert it into rubles. It is impossible to perform such operations at ATMs of banks from the SDN list (VTB, Otkritie, Promsvyazbank, etc.)
In addition, we inform you that it is NOT possible to make cross-border transfers without a commission. This is a paid service


7️⃣ Are there any restrictions on accepting payments from abroad?
There are no such restrictions

8️⃣ Can I transfer money to my account abroad?
No, you cannot transfer money to your account abroad

9️⃣ How do payment cards of sanctioned banks work?
Cards of international payment systems and Mir cards issued by banks that fell under sanctions (VTB, Sovcombank, Otkritie, Novikombank, Promsvyazbank) are working and will continue to work throughout Russia. Customer funds on accounts linked to such cards are also fully preserved and available.
Apple Pay and Google Pay services for cards of such banks do not work. Nevertheless, standard contact or contactless payment is available in full throughout Russia.
Sanctioned bank cards cannot be used to pay abroad and pay for purchases in online stores and service aggregators registered.

Cards of all other banks work both in Russia and abroad without restrictions

UPDATED INFO about Visa and MasterCard in Russia

▶️ Since 05.03.2022 the international payment systems Visa and MasterCard have announced the suspension of operations in Russia.

VISA & MasterCard cards Issued by Russian Banks:
- Will keep working in Russia until their expiration dates.
- Will not work outside of Russia including online purchases from foreign websites.
VISA & MasterCard cards issued by foreign banks:
- Will not work in Russia.

Technically, the suspension process will take several days, so anyone who is:
- in Russia and has VISA or MasterCard cards issued by foreign banks
- outside of Russia and has VISA or MasterCard cards issued by Russian banks
is recommended to withdraw cash from these cards within the next 2 days.


🌐 Current as of 05.03.2022 methods of international transactions to and from Russia:

1. Cards of other international payment systems of countries that have not joined the sanctions against Russia (for example, UnionPay).
2. Bank transfers to current accounts of residents in Russia, with the exception of accounts opened in Russian banks that are disconnected from SWIFT (VTB Bank, Bank Otkritie, Novikombank, Promsvyazbank, Rossiya Bank and Sovcombank).
3. Money transfer services (for example, Golden Crown). However, there are restrictions on the amount and conditions of international money transfer, please check these conditions on the websites of these services or in the offices that carry out such transfers.
4. MIR cards for those countries where it is accepted (Turkey, Vietnam, Armenia, Uzbekistan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, South Ossetia and Abkhazia).

1. How and where can I pay for my studies in Russia with a card?
As of 11.03.22 in Russia, payment can be made by any card issued by a Russian bank or by UnionPay card.

2. Can I pay for my studies via the University website? If yes, what card can I use?
Payments via SPbPU website work as usual.
As of 11.03.22 in Russia payment can be made by any card issued by a Russian bank or by UnionPay payment system.

3. Can my parents from another country pay for my education? If yes, how?
Yes, if this is stipulated in the contract (the payer must be specified in the contract as the party paying for the educational services). Payment is made on the basis of the invoice in rubles or foreign currency. (Write us if you need payment details)

4. How do I get a MIR card?
Mail a copy of your passport to [email protected] (foreign students also need a translation of their passport). The University will issue a card for you.

5. How do I get a MIR card if I am a self-funded student at SPbPU?
Students of SPbPU of any mode of study can get a MIR card from Sberbank. In order to do this you need to send a copy of your passport to [email protected] (foreign students also need a translation of their passport). After that, the University will issue a MIR card for you.
🤨 How can I receive money transfer from my parents from abroad?
Which bank and which card can I use to receive money from my parents from another country?

1️⃣ Option. Open a foreign currency bank account
🔺Open a foreign currency account in one the banks in St. Petersburg that are not under sanctions and are not disconnected from SWIFT, for example, Bank St. Petersburg.
🔺 Send your bank account details to your parents/relatives who are abroad and will be able to transfer funds using the bank details. Transfers in any currency can be sent from any country.
🔺 Parents/relatives send the funds.
🔺 The student receives the money (only in rubles!!!) In connection with the instructions of the Bank of Russia of March 11, 2022, when making international transfers from any country to Russia in a foreign currency, the money to the recipient on the territory of Russia will be given only in Russian rubles.

‼️ Attention: The bank fee is calculated individually and may depend on the country and transfer amount - please check the details with your bank.
In order to open a foreign currency account you will need a certificate confirming that you are a student (postgraduate student) of SPbPU at Grazhdansky pr., 28:
🔻 room 206 for students
🔻 room 204 for postgraduate students.

2️⃣ Option. Electronic money transfer systems

Electronic money transfer systems, available to citizens all over the world (check in advance the availability of such systems in the sending country):

Destinations of money transfers: Russia, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan, Europe and USA, Asia and Oceania

When planning to send or receive a transfer, you should check the information about all the systems' commissions beforehand. These services are charged additionally. With the variety of different options for sending money you can choose the one that will cost you less.
