Because a bolt action will fire a blank, then you can cycle it.
If they did it with a semi-automatic the blank wouldn't cycle the bolt correctly in order to chamber another round.
The footage would capture that and everyone would know they were firing blanks.

Go watch the up close footage of the son shooting from the bridge. Almost no recoil and the rifle sounds like 30 caliber.

Pretty sure they do a super slow and methodical train-up on pistol and carbine. From what I remember they are big on using dummy rounds to simulate malfunctions so you get used to tapping, racking, and reassessing.
Worth taking a look at.
