On July 21, 2026, the Philip Qiu and Family Foundation (a U.S.-registered private foundation based in Washington, D.C.) purchased the historic ~100-year-old Securities Building (at or near 729 15th Street NW) for $8.4 million.

The building sits roughly 650 feet northeast of the White House grounds/complex.

Philip Qiu (Chinese name Qiu Feili) is described as having held positions linked to Chinese state security and United Front Work Department (UFWD) organizations. His background includes:

• Career as a detective in the Shanghai Public Security Bureau’s Criminal Investigation Team (under China’s Ministry of Public Security).

• Special forces/combat and SNIPER training (noted in Shanghai Jiaotong University records from around 2011).

• Roles including chairman of the Shanghai Overseas Chinese Foundation (described as operating within Shanghai’s UFWD system) since about 2021, plus other UFWD-linked positions.

• Co-founder of the Chinese American Museum in Washington, D.C. (which shares an address/related entities with the foundation in some reports).

While its main investors are American venture firms, one of the biggest and most important is Andreessen Horowitz (a16z). This firm has an estimated ownership of around 15.5% in Flock Safety. Andreessen Horowitz (a16z) in 2018 also heavily invested seed money in Toka, an Israeli cyber-intelligence company.

There are an estimated 120,000 flock cameras in the U.S. since 2017. I do not like these, you?

Fang Fang and Swalwell:

Investigators concluded that Fang Fang (a Chinese foreign national living in the U.S.) was running a scheme in which she arranged internships within Democrat Eric Swalwell’s congressional office in exchange for campaign donations. This broke federal bribery laws (Title 18 U.S.C. § 201).

Several of the donations were made through middlemen (called “conduits”).
—— In at least two cases, Fang used these middlemen specifically to hide the fact that she herself (as a foreign national who is banned from donating) was the real source of the money.

This violated campaign-finance rules…

March 2015– Fang Fang texted someone and asked them to:
—— Attend a fundraising event for Swalwell on March 11, 2015, Make a contribution. She then forwarded the official invitation, which listed suggested donation levels of $250, $500, $1,000, or $2,700.

Context on Swalwell’s campaign money:
—— Between January 1, 2013 and December 31, 2014, Swalwell’s campaign received $1,145,688 in individual donations.

At the time of this memo, no 2015 filings had been submitted yet, so the 2015 total was unknown.
