What the law would have meant in practice made the criticism tangible. Anyone holding a stock portfolio that increased by €50,000 on paper would have had to pay over €17,000 in taxes without having sold a single share. In the case of cryptocurrencies, whose prices can fluctuate double digits in a single day, the absurdity would have been even clearer. The tax-free allowance of €1,800 per year was below the threshold at which the problem even begins. Shopify CEO Tobias Lütke publicly called the draft "the dumbest thing any government on the planet is currently pursuing." Banks like ABN Amro warned of massive capital flight.
The new coalition of D66, VVD, and CDA has already stipulated in its coalition agreement that the tax on unrealised gains should be replaced by a pure capital gains tax. Finance Minister Eelco Heinen stated through a spokesperson that the law needs to be changed and that they are "not deaf to the criticism."
