CFR = Total Deaths / Total known infections
IFR = Total Deaths / Total Infections (known + unknown)
PFR = Total Deaths / Total Population

IFR and PFR are meaningful for calculating risk.
PFR tells you the probability of getting infected AND dying in a particular city or region.
IFR assumes you already are infected and then tells you the probability of dying.
CFR is useless to calculate probability of infection or death because it only includes known cases and so doesn't include Total infections.
Many infections are not found because people who are infected stay home or don't have symptoms.
There are special studies called "serology studies" specifically designed for estimating the unfound infections so that the IFR can be calculated.
Using the CFR as a probability of death is grossly incorrect and makes the virus seem worse than it really is. That's why serology studies exist because CFR is inadequate.
