Секрет успеха в том, что жильё предоставляется без дополнительных условий — бывшие бездомные не обязаны находить сразу же работу или же становиться трезвенниками, чтобы получить жильё. Неважно, как бездомный оказался на улице изначально, каждый получает жильё и поддержку. Идея, стоящая за проектом "Housing First" заключается в том, что для того, чтобы человек мог решить проблемы, которые изначально сделали его/её бездомным, человеку надо предоставить стабильное жильё. Например, невозможно адекватно преодолеть плохие зависимости (например, от алкоголя), если человека выгоняют из временного пристанища утром.
Количество бездомных в Финляндии с 19000 человек в 1987 снизилось до 4341 в 2020 году благодаря принятым мерам. 4 из 5 человек, получивших дома, смогли вернуться к нормальной жизни.
