In each case, a research assistant handed a transparent wallet to an employee at the reception counter, said it had been found nearby, and left. Each wallet contained three identical business cards, allowing researchers to observe whether staff later contacted the owner to return the wallet.

The results show massive differences in rates of civic honesty. In the least honest countries, fewer than 20% of wallets were returned. In the most honest countries, more than 70% of wallets were returned.
