During the visit to China, a working meeting was held between the BRICS Expert Council and CNIE

Head of the BRICS Expert Council-Russia and Vice-Rector of HSE University, Victoria Panova, held a working meeting with Zhu Gui Jie, Director of the China NGO Network for International Exchanges (CNIE).

🌐 The network brings together 426 Chinese non-profit organisations working in the field of international humanitarian cooperation and serves as a key platform for interaction between Chinese civil society and foreign partners.

During the meeting, the parties noted the high productivity of the dialogue and outlined areas for further joint work. The focus was on closer coordination within the framework of the Civil BRICS Council, the promotion of socially significant initiatives and the implementation of joint humanitarian projects within the bloc.

An understanding was reached on the format and content of upcoming meetings of the Civil BRICS Council, which are planned to be held in Salvador and Moscow in 2025. In addition, the parties agreed to develop cooperation in the field of research, including joint analytical and expert projects aimed at strengthening interaction between civil societies in the BRICS countries.

The meeting was also attended by CNIE secretariat staff, who expressed their readiness to work actively on preparing specific steps for cooperation.

Russia-China trade and economic relations: current state and future prospects

The Institute for Statistical Studies and Economics of Knowledge (ISSEK) at HSE University delved into the dynamics of trade between Russia and China using Trademap data to provide a detailed analysis at the level of specific goods. The study evaluated trade intensity, interdependence, complementarity indices, as well as comparative strengths and weaknesses to provide a comprehensive view of bilateral economic relations.

Experts concluded that Russia-China trade has reached a new qualitative level in recent years, with both export and import volumes growing significantly. Russia's export strengths lie mainly in first-processed goods, while China imports primarily raw materials and products that require minimal processing—aligning closely with Russia's export profile.

Amid rising global instability, ongoing sanctions against Russia, and Moscow's Pivot to the East, bilateral ties between Russia and China are expected to deepen further—both directly and through multilateral platforms like #BRICS.

Laos interested in becoming part of BRICS

Laos is interested in joining BRICS, and the matter is currently under consideration, Prime Minister of Laos Sonexay Siphandone said.

"We are interested in becoming a member of BRICS. At present, we are in the process of studying this issue," he noted at the Eastern Economic Forum (EEF).


According to the Prime Minister, Laos believes that #BRICS holds immense significance for the entire region and shows substantial results in economic development.

BRICS Legal Studies School 2025 held in Brazil

🌍 From August 4 to 9, 2025, the second annual BRICS Legal Studies School was held in Belo Horizonte, Brazil. Organised by the Federal University of Minas Gerais (UFMG)—a partner of HSE Faculty of Law and member of the BRICS Law Schools Consortium initiated by HSE University—the event brought together approximately 30 students from Brazil, Russia, China, and other nations. Participants attended lectures on the legal systems of BRICS founding countries—Brazil, Russia, India, China and South Africa—and engaged in panel discussions addressing global challenges and international cooperation. Lectures and discussions were led by scholars from the BRICS partner universities.

The school’s academic programme offered an in-depth exploration of #BRICS legal systems through the lens of comparative law, alongside analysis of member states’ positions on artificial intelligence regulation, international trade law, and legal response to climate change.

Brazil’s BRICS Chairship in 2025 and its role as host of the 30th UN Climate Change Conference (COP 30) lent particular significance to this year’s school. The recent adoption of an AI governance declaration at the XVII BRICS Summit in Rio de Janeiro, along with ongoing climate discussions within the group, further enriched the relevance of the school’s panel sessions.

The event also served as a platform for inter-university dialogue and exploring future collaborative initiatives within the BRICS Law Schools Consortium.

Victoria Panova shares insights at Open Dialogue

The session titled "Transformation of Trade and Connectivity Institutions in the New Reality" recently concluded in Vladivostok as part of the Open Dialogue "The Future of the World. New Platform for Global Growth," organised by the National Centre "Russia" and the TRIM Expertise Centre.

Moderated by Maxim Oreshkin, Deputy Chief of Staff of the Presidential Executive Office of Russia, the discussion focused on overcoming global fragmentation and building a fairer architecture for international trade. Key topics included the growing role of the Global South nations, regulatory harmonisation, strengthening Russia's trade ties with the Global Majority nations, and creating alternative cooperation mechanisms resilient to external pressure.

In her address, Victoria Panova, Head of the BRICS Expert Council-Russia and Vice Rector at HSE University, emphasised:

"Until now, our Western colleagues have operated with a sense of impunity and superiority over the Global Majority. This is why BRICS plays an invaluable role. Despite all the rhetoric from the West and their attempts to discredit the group, BRICS has demonstrated both its relevance and its capacity to propose new initiatives—not only in economic and financial spheres, but across all three pillars of #BRICS cooperation."


The Open Dialogue format, initiated by Russia under President Vladimir Putin’s leadership, is evolving into a sustainable ecosystem for generating and implementing breakthrough ideas addressing the challenges of our new era.

Myanmar expresses interest in joining BRICS

Myanmar has announced its interest in joining BRICS, a move that would help attract new financing sources for the country. This statement was made by Myanmar’s Minister for Finance and Revenue Kan Zaw, during a session at the Eastern Economic Forum focused on stability in the Global South and East.

"We are interested in joining BRICS. Through BRICS and our cooperation, we aim to access new sources of growth in technology financing," the minister stated.


He emphasised that in today’s world, cooperation is crucial at both regional and global levels, as it stimulates worldwide economic growth. Kan Zaw added that in the future, groups like #BRICS, #SCO, and #ASEAN will play an important role globally, as the world moves away from a single hegemon toward "shared leadership."

BRICS Urban Future Forum to explore megacity development in Moscow

The 3rd BRICS Urban Future Forum will take place on September 17–18 at Moscow’s Zaryadye Concert Hall. Natalya Sergunina, Deputy Mayor of Moscow, announced that representatives from leading companies, urban planners, and scholars from over 35 countries—including China, India, Brazil, Serbia, the UAE, and South Africa—will participate in the event.

“Previous forums attracted more than 18,000 participants. International delegations are gathering in Moscow to strengthen partnerships and share best practices in urban development. This year’s central theme focuses on robotic technologies and artificial intelligence,” she noted.


A key highlight of the forum will be the presentation of the BRICS Urban Innovation Award.

The business programme features over 50 sessions. For example, on September 17, experts will explore digital ecosystems, transport services, neural network applications, urbanisation scenarios through to 2050, key skills for professions of the future, and the export potential of domestic R&D innovations.

Exporting Russian AI solutions is a strategic priority

In 2025, the AI Alliance Russia chairs the secretariat of the AI Alliance Network—an international alliance on artificial intelligence established in 2024 that initially united the BRICS countries. Alexander Vedyakhin, First Deputy Chairman of Sberbank’s Executive Board and Chairman of the Supervisory Board of the AI Alliance Russia, discussed the group’s objectives and Russia’s role in advancing AI collaboration among the BRICS nations.

“Russian AI solutions hold significant export potential for #BRICS markets, where demand for digital technologies—especially in the public sector—continues to grow steadily. Exporting these solutions represents a strategically vital initiative that can strengthen technological cooperation among partner countries and enhance the global competitiveness of Russian AI innovations,” Vedyakhin emphasised.

Chinese President Xi Jinping has voiced his strong support for expediting Malaysia's full membership in #BRICS. This development was revealed by Prime Minister Anwar Ibrahim after his discussions with the Chinese leader in Beijing.

Putin to take part in BRICS online summit

Russian President Vladimir Putin will take part in the BRICS summit, which will be held via video link, one of these days, Kremlin Spokesman Dmitry Peskov said.

"In just a few days, there will be a BRICS summit via video conference. Putin will participate via video link," he said.


Earlier, media outlets reported that Brazil intends to convene an extraordinary online #BRICS summit. According to Brazilian media, the meeting is scheduled for September 8, and the country's leader, Lula da Silva, intends to discuss with his partners the threats to the multipolar world order and a common response to US tariff measures and sanctions.

China's Fujian to host BRICS forum on industrial cooperation

BRICS forum focused on unleashing the potential of international cooperation and on achieving inclusive and sustainable industrialisation will be held from September 16 to 17 in Xiamen, southeast China's Fujian Province, according to a press conference on Friday.

Delegates from over 30 countries and international organizations have signed up for the upcoming #BRICS Forum on Partnership on New Industrial Revolution 2025.

Zhu Ke'er, deputy director of the international cooperation department at China's Ministry of Industry and Information Technology (MIIT), said that the event will include industrial dialogues, exhibitions and sub-forums, highlighting AI, green and low-carbon development, digital economy and industrial innovation.

Fabiano Mielniczuk noted the role of BRICS in strengthening a multipolar world

BRICS plays an important role in strengthening regional stability and forming a multipolar world order, said Fabiano Mielniczuk, Professor of Political Science at the Federal University of Rio Grande do Sul (Brazil).

The expert spoke at a discussion entitled "Geopolitical Transformations of Latin America: Challenges and Prospects for Russia’s Economic Relations with the Countries of the Region" at the Valdai Discussion Club in Moscow. According to him, BRICS allows Latin American countries, Russia, China and other partners to jointly address current challenges and opens up new opportunities for equal cooperation.

The political scientist also drew attention to the upcoming #BRICS online summit, which will discuss trade policy, global economic challenges and the strengthening of a multipolar world. Mielniczuk noted that various proposals for addressing these issues may be presented at the online summit.

"It will be interesting to see if we can advance the initiatives put forward during Russia's BRICS Chairship in 2024. This applies to the cross-border payment system, the BRICS grain exchange, and the investment platform," the expert emphasised.
