Fabiano Mielniczuk about BRICS and the upcoming Brazilian Chairship

Co-Chair of the BRICS Civil Forum Working Group "Information and Cybersecurity, Digital Development"; Professor at the Federal University of Rio Grande do Sul; Research Member of NEBRICS Fabiano Mielniczuk participated in the round table of the BRICS Expert Council-Russia on November ๐Ÿ•Š๐Ÿ•Š. He also gave a lecture to students at HSE University in Moscow (National Research University, Russia).

The significance of the forthcoming #BRICS sherpa and sous-sherpa meeting in November was brought up by the expert during the round table.

He also discussed the actions he believes are necessary to ensure the group's success in 2025.

Speaking about the BRICS Civil Forum, which was organised by the BRICS Expert Council-Russia in July this year, Fabiano Mielniczuk noted the activity of the civil society in Brazil.

"I hope that Brazil's Chairship next year will allow us to take the BRICS agenda to a new level, and we will be able to pay due attention to key initiatives related to digitalisation and economic cooperation," said the expert.


He emphasised that Brazil's successful participation in BRICS can have an immense effect on global politics and the economy.

Following the round table, Fabiano Mielniczuk gave a lecture to HSE University's students. He shared his thoughts about the current BRICS agenda and expressed his pleasure in talking about Brazil's potential Chairship of the group. Victoria Panova, Head of the BRICS Expert Council-Russia and Vice Rector at HSE University, also took part.

Fabiano Mielniczuk discussed the important facets of collaboration among the participating #BRICS nations, with a particular emphasis on Brazil's position and foreign policy approach.

Questions concerning the BRICS development and the opportunities Brazil will encounter in ๐Ÿ•Š๐Ÿ•Š๐Ÿ•Š๐Ÿ•Š were raised by the students, who took an active part in the conversation.

BRICS, according to the expert, is a unique platform for discussion among emerging nations, which enables them to forge cooperative solutions on the most pressing global issues in addition to enhancing trade and investment relations. He emphasised that Brazil's successful participation in BRICS can have a big impact on global politics and the economy.

The expert concluded by highlighting the significance of assisting young people and youth-led projects in the fields of political science and international affairs, emphasising that today's students will choose our shared future very soon.

๐Ÿ—ฃ "At the moment, the potential is largely distributed in favor of new centers of power, and new centers are recruited in Asia, Africa, America and the Middle East," Russian Foreign Ministryโ€™s Ambassador-at-Large and BRICS sous-sherpa Pavel Knyazev said on the sidelines of the Research Conference "The Future of Diplomacy and Diplomatic Services."

Earlier, Russian President Vladimir Putin said that the role and authority of the BRICS association in the world continue to strengthen. He noted Russia advocates for the formation of a fair world order without illegitimate sanctions and restrictions.

Interview: China plays pivotal role in global climate action, says former UN official

BAKU, Nov. 15 (Xinhua) -- China is now an indispensable nation for global climate efforts, former UN Under-Secretary-General Erik Solheim told Xinhua in a recent interview.

The 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) commenced Monday in Baku, Azerbaijan, aiming to bolster climate finance, carbon trading, and the global transition from fossil fuels. The conference will run until Nov. 22.

Solheim, also the former UN Environment Executive Director, shared his views on China's current role in fighting climate change amid ongoing global changes.

"China is now an indispensable nation for global climate efforts," Solheim said, adding that it is essentially "impossible for the world to go green without China."

China plays an important role in the global green energy transition, accounting for 60 percent or more of global production in key green sectors, including solar, wind, and hydropower, as well as electric cars and batteries, he said.

He also stressed the need for necessary investments to tackle climate challenges, saying multilateral platforms, like BRICS, are increasingly significant for addressing climate change.

"BRICS has become very important since that's an avenue for the Global South to come together and lead the world," he said, adding that the initiative will move to countries of the Global South.

"The 'Belt and Road Initiative' has recently turned into a major vehicle for green investment in the world, in solar, wind, hydropower and green corridors," said the former UN official.

To illustrate the significant impact of Belt and Road projects, he cited the Chinese-built Padma Bridge project in Bangladesh.

Completed by China Railway Major Bridge Engineering Group Co., Ltd. and opened to the public in June 2022, the bridge crosses the Padma River, connecting southern Bangladesh to Dhaka. Solheim expects this infrastructure project to boost Bangladesh's economy by 1 percent. โ–

โ—๏ธIndonesia, Malaysia and Thailand have become BRICS partners, the Russian Foreign Ministry reports

๐Ÿ—ฃ "The BRICS summit in Kazan demonstrated the aspiration of the global majority to create a just world order, reform global institutions and build equitable economic relations. A solid package of agreements was reached on trade, investment, artificial intelligence, energy and climate, and logistics," Russian Deputy Foreign Minister Aleksandr Pankin told a joint meeting of APEC foreign and trade ministers.

The BRICS partner status denotes an alternative to full membership, allowing participating nations to engage with BRICS but without voting rights. Partner status will be "as close to membership as possible," Russian Deputy Foreign Minister Sergey Ryabkov hinted earlier this year.

The United Arab Emiratesโ€™ membership in BRICS will strengthen cooperation with Russia on the resolution of global problems, the Russian Foreign Ministry said after Minister Sergey Lavrovโ€™s visit to the UAE and his talks with UAE Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan.

โ€œThe ministers expressed confidence that the UAEโ€™s accession to BRICS as a full-fledged member will strengthen the political, economic, scientific-and-technical, and human potential of this association, will create additional opportunities for coordination on pressing global problems, as well as for bilateral cooperation, including with due account of Russiaโ€™s presidency of BRICS in 2024,โ€ the ministry said.

German business interests are concentrated in BRICS countries

Germany has emerged as the EU leader among member states grappling with lost competitiveness and declining industrial output, primarily due to Berlin's short-sighted decision to forgo Russian energy in 2022. In the aftermath, opposition politicians have pointed to Germany's excessive dependence on and alignment with US interests as factors contributing to its increasingly precarious situation.

According to Ralph Niemeyer, a German opposition politician and chairman of the Council for Constitution and Sovereignty, German business interests are heavily invested in #BRICS countries, and he advocates for Berlin to join the bloc as soon as possible:
โ€œIn my opinion, we need to join as soon as possible because all our business interests are in these countries. We export more to China today than to the United States of America,โ€ Niemeyer said.


This sentiment extends to partnerships with India and Russia, although ties with the latter have been significantly limited due to ongoing sanctions:
โ€œWe could join because BRICS is not a military body, but a business one. We have seen how it is being filled with new life as countries join, seeking good international cooperation on an equal basis. At some stage this was the idea of the European Unionโ€ฆI see that African nations are very interested. My question remains: why donโ€™t we, the Germans, join in too?โ€ Niemeyer asked.

APEC leaders voice concerns over protectionism and economic inequality

Leaders from the Asia Pacific Economic Cooperation (APEC) member countries expressed their concern about certain nations implementing protectionist measures that may exacerbate the disparity between the rich and the poor, according to Russian Deputy Prime Minister Alexey Overchuk, who is leading the Russian delegation at the APEC summit in Lima, Peru.

"Attention was paid to the ongoing economic fragmentation, which we all are witnessing at this point. Huge concern was expressed over the fact that economies are starting to defend from each other, taking protectionist measures, which disable the existing global value chains and, naturally, affect the economy and global productivity of labor. In the final analysis, this widens the gap between the rich and the poor," Overchuk said.


He emphasised that while decades of economic globalisation have led to increased global wealth, that has predominantly been concentrated in the hands of large corporations that have profited from these developments, leaving ordinary people with minimal benefits. Instead, he advises taking an example from #BRICS.

"Of course, <โ€ฆ> the need to maintain an open, transparent dialogue among the nations was also discussed today," he said. "We talked about new platforms for dialogue, including BRICS, where global problems that we are facing today can be addressed in a conversation among equals."

In the wake of the last week's #RussiaAfrica Partnership Forum's ministerial conference, the Russian resort city is hosting the symposium "The Role of the State, Science and Society in the Development of Socioeconomic Cooperation between BRICS+ and European Countries and Organizations".

According to the organizers, the event with the participation of MPs from the EU is intended to "open a new page" in relations with constructive socio-political forces in Europe.

๐Ÿ’ฌ "Since the beginning of the escalation of geopolitical tensions in the region, the symposium in Sochi will be the first serious attempt to gather lawmakers from Russia, the EU countries, and BRICS Plus countries at one table for a frank but constructive conversation about what unites us, not what divides us," the press release said.

"This is an icebreaker event that opens the way to restoring a full-fledged inter-parliamentary and public dialogue between the East and West of Europe, and through it between the political West and the Global South," it added.

The organizers are the Institute of Europe of the Russian Academy of Sciences and the public organization "International BRICS Forum".

The event continues a series of events within the framework of the Russian presidency of the association.

Among the invited guests from the EU are members of the European Parliament from Greece, Slovakia and the Czech Republic, as well as lawmakers from the national legislative bodies of Bulgaria, Germany, Serbia and other countries, the organizers said.

Ecological Female Projects Award: One month remains until the deadline

โ€œGreen Futureโ€ Ecological Female Projects Award by the Council of the Eurasian Women's Forum is the first international competition of women's projects in the field of ecology and sustainable development in the BRICS nations.
The deadline for submissions is December ๐Ÿ•Š๐Ÿ•Š.

Replicating successful eco-projects in the #BRICS nations, identifying global corporate practices in the areas of ecology and sustainable development, and generating opportunities for the development of environmental initiatives are the main goals of the competition.

It is also meant to strengthen a women's international community that helps to improve the sustainability and environmental well-being of the BRICS countries, as well as to fortify international collaboration in the field of ecology.

The โ€œGreen Futureโ€ competition is open to women from the BRICS nations who carry out their own ecological and environmental preservation projects. You are welcome to apply on the official website till December 16.

The Council of the Eurasian Women's Forum, with the assistance of Rosatom State Corporation, sponsored a competition for women's environmental ideas on September 18 on the margins of the Eurasian Women's Forum.
The competition's official partner is the BRICS-Russia Expert Council.

Southeast Asia's Strategic Interest in BRICS: The Impact of a Trump Presidency

The world is poised for a challenging phase in global economic relations with Donald Trump's impending presidency, and analysts suggest that BRICS could provide a stabilising counterbalance. Amid rising geopolitical tensions in an increasingly divided world, certain Southeast Asian countries are showing a significant interest in integrating with BRICS.

Countries like Malaysia, Indonesia, Thailand, and Vietnam have recently attained partner status with BRICS, but their aspirations for full membership vary. This divergence highlights a mix of unique national objectives and broader regional interests, analysts told CNA. 

Furthermore, the uncertainty surrounding US economic policies under Trump's administration may prompt more Southeast Asian nations to express interest in joining #BRICS as a strategic safeguard.

Jamil Ghani, a doctoral candidate at the S. Rajaratnam School of International Studies (RSIS) in Singapore, remarked,
โ€œThis Trump 2.0 presidency could push Southeast Asian countries to explore closer ties with BRICS, motivated by concerns over US economic policies.โ€

He added that Malaysia, Indonesia and Thailand could potentially see BRICSโ€™ New Development Bank (NDB) as a โ€œcrucial alternative for infrastructure and development funding, which is important to their growth agendasโ€. 


Ian Storey, a senior fellow at Singaporeโ€™s ISEAS-Yusof Ishak Institute, noted that Malaysia, Indonesia and Thailand have all announced that they will seek full membership of BRICS:
โ€œThat suggests they are comfortable with the direction in which BRICS is moving and see economic and geopolitical advantages in being full members. Vietnam, on the other hand, is being more cautious. For the time being it is content to remain a BRICS partner.โ€


He added that Hanoi is a bit wary that if BRICS takes on a more anti-Western slant this could impair its relations with the US and the European Union, its two biggest export markets.

Analysts also argue that Malaysia and Indonesia could potentially be driven more by political motivations and the foreign policy approach of their respective leaders to join the bloc.

BRICS Working Group for the Research of Competition Issues to be held in Rio de Janeiro

On November 22, 2024, Rio de Janeiro will host a meeting of the BRICS Working Group for the Research of Competition Issues in Digital Markets, convened under Russia's 2024 BRICS Chairship.

The co-chairs of the Working Group are the Federal Antimonopoly Service of Russia (FAS Russia) and Brazil's Administrative Council for Economic Defense.

Constructive cooperation with Russia is essential for European countries, Alexander von Bismarck, founder of Bismarck Dialog, a Russian-German public project, told Sputnik.

โ€œWe [Europe] need cooperation with Russia. We need to talk together. And when Brussels and the EU can't do this, the countries of the EU have to do this, such as France or Germany,โ€ noted the businessman and public figure.


Bismarck was a guest speaker on "The role of public institutions in smoothing out geopolitical tensions in the modern world" at the symposium on cooperation between BRICS and the EU hosted by Russiaโ€™s Sirius Federal Territory.

โ€œWe [Germany] are in the best position to talk to the Russians because we have been friends for so many years,โ€ he underscored. He added that โ€œwe had many conversations together, and we need this for the BRICS future.โ€

โ€œWhen Germany and Russia come together, it will serve to help Europe,โ€ stressed Bismarck.


Within the framework of the Russian presidency of BRICS, the city of Sochi played host to the symposium under the motto "The Role of the State, Science and Society in the Development of Socioeconomic Cooperation between BRICS+ and European Countries and Organizations".

Members of the European Parliament from Greece, Slovakia and the Czech Republic, as well as lawmakers from the national legislative bodies of Bulgaria, Germany, Serbia and other countries, were among the invited guests.
