Whoever claims that the agreement consists of a first phase followed by a second phase is mistaken. There are no phases. There is an agreement that is either implemented or not implemented. The Lebanese state implemented it; Israel implemented none of it. There is no so-called second phase.
If it is said that there is a second phase called Resolution 1701, that is another matter. Resolution 1701 does not involve Israel in relation to us. The agreement has two parties: Lebanon and the Israeli entity, the Israeli enemy. Resolution 1701, however, is a purely Lebanese matter. The exclusivity of weapons is a purely Lebanese matter. The national security strategy is a purely Lebanese matter. All of this is tied to internal Lebanese dialogue and agreement among political forces until the desired outcome is reached. This is the first point.
Second point: The obstruction of state-building is due to three factors.
First, American–Israeli aggression.
Second, the cartel of financial and political corruption.
Third, the group aligned with American tutelage.
Let us briefly address the group aligned with American tutelage. Their positions encourage Israeli aggression. They promote discord between the army and the resistance, between the army and the people, and among the various components within the Lebanese state. They hope that the Israeli enemy will grant them influence and presence in the political arena.
The behavior of some ministers in implementing American sanctions is also part of this alignment with American–Israeli tutelage. The absence of an effective foreign minister has paralyzed diplomacy that should defend Lebanon. We have a real problem: we effectively do not have a foreign minister. The current minister, Rajji, is not known whom he serves. Is he Lebanon’s foreign minister, or a minister for somewhere else?
Minister Rajji acts contrary to the policies of the government and the new era, aligning himself with the Israeli position by granting Israel the right, in the event that weapons remain, to attack Lebanon. Who behaves in this so-called national manner? He and his group manipulate civil peace by inciting sedition, calling on the Lebanese army to decisively confront the people, and seeking to drag Lebanon into civil war. This behavior is against the era, against the government, against the Lebanese people, and against the resistance. No one should think this is only against the resistance, because it runs counter to Lebanon’s national interest.

Those who call for rejecting reconstruction, who put obstacles in the way, and who incite foreign states not to provide anything unless American–Israeli objectives are achieved, also belong to the camp of American–Israeli tutelage. They are followers who call for targeting social and financial institutions, the Al-Qard Al-Hassan Association, every social movement, and even confronting funds that come as donations. For whose benefit do they work? Do they work for the benefit of Lebanon?
The people in the South, in the southern suburbs, in the Bekaa, and in various regions of Lebanon are part of the Lebanese citizenry. They have rights just as you have rights. You should stand with them and alongside them, not confront them.
In any case, the Lebanese government bears responsibility for addressing this dysfunction, embodied by a foreign minister who does not act in accordance with the government’s orientation, either by replacing him, silencing him, or obliging him to adhere to the Lebanese position. Measures must be taken, because it is unacceptable for him to continue making statements in a divergent manner. This is one of the reasons for the weakness of the government’s performance, because there is no foreign minister who expresses Lebanon’s national demands.
The third matter is that Lebanon is facing aggression, corruption, and dependency, all of which work against the presidential term, against state-building, against the army, against the people, and against the resistance. Do not think that anything that undermines Lebanon’s stability is directed only against the resistance, or only against one core component. Yes, the resistance is more harmed, and this component is more harmed, but all of Lebanon will be affected. At a certain place, at a certain time, and under certain conditions, if everything collapses together, not one stone will remain upon another.
No one should think they will be safe if the resistance is not safe, if the social environment is not safe, if this people is not safe, and if we are not all united. Neither Israel nor America will allow matters to stabilize.
What does building the state require?
I will give a simple example. If someone wants to build a building, what do they do? They lay the foundations first, then rise to the upper floors. No one builds the upper floors and then lays the foundations. That is impossible. Therefore, the foundations must be built first, and then one moves to the upper floors. Sovereignty and liberation are the foundations and pillars, and they are the base from which we must begin first.
Second, if some consider the restriction of weapons a necessity, that belongs to the upper floors, after we consolidate the pillars of sovereignty, and then move upward. It is not only us who say that sovereignty is the first pillar. I reviewed the ministerial statement again to see what we, as participants at the heart of the government, had said and on what basis we agreed.
I return to emphasize the very first line of the ministerial statement, where the prime minister says:
“We appear before you as a united government committed to defending Lebanon’s sovereignty, the unity of its territory, and its people.”
The first item, the first line, the first words speak of unity and of defending Lebanon’s sovereignty and the unity of its land and people. These are the fundamental pillars, and this is correct.
In the fourth paragraph it says:
“The state we want is one that fully assumes responsibility for the security of the country and the defense of its borders and frontiers, a state that deters the aggressor, protects its citizens, and fortifies independence.”
This is the ministerial statement. Tell us: what of this statement has been implemented? How does the government act in implementing this statement? And why does it move toward issues that have no connection to the foundations, no connection to the initial construction, and no connection to the pillars?

The Lebanese state fulfilled what was required of it in the agreement south of the Litani River, and began to act correctly, because it wanted to deploy the army, restore control, and serve as an alternative to Israel in the areas it had occupied, on the basis that the aggression was supposed to stop. What was the result from the other side?
Zero implementation by the Israeli entity, and zero prevention of violations by the mechanism. The mechanism has become applied only to us. It monitors what Israel demands and says, conveys it to the Lebanese army or to UNIFIL, and UNIFIL has begun to inspect us, on the basis of searching for any place where weapons might exist or the like. Meanwhile, Israel has not been asked to do anything even once, does not commit to anything at all, and no discussions are raised with it.
The discussions of the mechanism revolve around where we stand in confronting the resistance and in withdrawing weapons. There is no talk whatsoever about the Israeli entity or about Israeli withdrawal.
Zero national sovereignty. Let us speak frankly: where is national sovereignty? If some boast of national sovereignty, where was it for thirteen or fourteen months? There is no national sovereignty, because with the continuation of air, land, and sea aggression, the aggression against the Lebanese army, against United Nations forces, and against the people, the killing of civilians, the destruction of homes, the bombings, and incursions into Lebanese territory, where is sovereignty in all of this?
Who stops Israel? What does Israel do? Let us be clear. On the issue of national sovereignty, Lebanon today is without national sovereignty. An effective program must be put in place to achieve this sovereignty, and this is the responsibility of the state, the responsibility of the government, and the responsibility of those concerned.

So if you lecture us by saying that restricting weapons is a purely Lebanese matter and that, as Lebanese, we want to restrict weapons, spare us this talk.
If you want to restrict weapons as Lebanese, there is no problem. That belongs to the upper floors. First achieve sovereignty, then come and take the weapons restriction you want. But today, restricting weapons is an American–Israeli demand aimed at encircling the resistance and targeting it. It is not a Lebanese problem; it is an Israeli problem.
Israel cannot, as long as the resistance and its weapons exist, seize land and build settlements. It may be able to occupy, but it cannot sustain that occupation. If there were no resistance, no people, no army, and no force confronting the Israeli occupation, Israel would build settlements and expand.
They tell us: restricting weapons will force Israel out. This is an Israeli pretext. Fine, let us assume we restrict weapons. Then what? With whom do you negotiate? Do you think we are naïve? Do you think we do not understand? For Israel, the issue of restricting weapons will never end, because it will always say: there are still weapons here, in that area, in this location.
When envoys come to us, whether from foreign or Arab states or from within the authorities, what do they say? They say: help us, give something, perhaps we can extract something from the Israeli entity. We tell them: everything that has been given so far, in the agreement and its implementation, and everything that has been given south of the Litani River, does not count as a concession.
Let us assume we go along with you and decide to give something. What does Israel give in return? They say: no, we do what we see fit and give what we want to give, and then we see whether Israel is satisfied or not. And it will not be satisfied. Since the beginning of the agreement, they have been saying: give, be patient, offer concessions, and we will see what Israel does. And no one commits to anything.
This means that any further concessions are useless, and any further retreat is nothing but more weakening. Why should we give when we receive nothing in return? Lebanon does not regain sovereignty, nor does it obtain anything in exchange.
The weapons in our hands, and we say this clearly, are for defending ourselves, our resistance, our people, and our homeland. Some say: you are not defending the homeland. Fine, where are we as a people? We are the people of this homeland.
Whoever does not want to defend the homeland may do as they wish and refrain from defending. As for us, we will defend ourselves, our people, and our homeland, as far as we are concerned. We do not compel anyone, nor do we force anyone to believe us. But do not stand in our way, and do not try to become tools in the hands of the Israeli entity. They say: we do not want you to defend the homeland, we do not want you, you are wrong. When we defend ourselves, we are defending the homeland. If you do not like to give it that title, then do not. But I want to ask you a question: who guarantees that, if we do not have weapons in our hands and do not defend ourselves, Israel will not violate every geographic inch of Lebanon?
I will give you three examples that have already happened:
Captain Shukr was abducted from Zahle.
The Mossad killed Mohammad Ibrahim Srour in Beit Mery, in the Metn.
Imad Amhaz was abducted from the sea in Batroun.
The Israeli moves freely, coming and going. Notice where they took these people from: from areas where they can land helicopters, use boats, or enter through collaborators working for them. Foreign passports are always available to them in all countries.

Today, even if security forces know that certain individuals are from a particular country but are actually Israelis from the Mossad carrying a second nationality, and their photos and names are known, no one hands them over, not Interpol nor anyone else, because every state protects them.
You know that if weapons are handed over, this kind of abduction will occur everywhere, and killings will continue. In this way, you place the noose around your own necks and the necks of those who march with you and align with you. To strip ourselves of weapons so that they kill us and kill our people, and for you to become agents of the Israeli and the American, roaming Lebanon and serving Israel’s interests, is something that only someone with a noose already around their neck would think of.
We are a resistance and we will remain a resistance. Lebanon cannot exist without resistance. Lebanon was liberated because of the resistance, and Lebanon presented the finest model of liberation without a price, a liberation that forced Israel out without an agreement. Can we ignore what the resistance has done over forty-two years? Who liberated the land other than the resistance?
The resistance in all its forms: Hezbollah, the Amal Movement, Lebanese parties, all factions, resistance forces, and the people. All are partners. When I speak of the resistance, I speak of everyone, not Hezbollah alone, because all are honorable, all are resistance, and they are the ones who liberated the land.
They say: what has the resistance done, and what is it doing now? Is this resistance responsible for protecting the homeland?
The army is responsible for protecting the homeland, the government is responsible for protecting the homeland, and the state is responsible for protecting the homeland. All are responsible for protecting the homeland. Tell me now: what are you doing to protect the homeland?
They say: because of you, Israel came. No. Because of Israel, we became a resistance. Correct your thinking, think carefully, and put things in their proper place. Who protects this country? Who protects this community? Who protects the fighters? Who protects the honorable families of this country if the resistance is without weapons? What is Israel’s business here? They are occupiers in one place. Why do they enter our country? Why do they want to occupy our country as well? We will not accept this. Our understanding of the facts must be clear.
Today, did the Lebanese army not ask to supervise the houses they intended to demolish in Mashghara and Sahmar in the western Bekaa? Israel refused. Israel wants to demolish; it does not want to search for weapons. It wants to do whatever it wants to do.
Have they not killed in Nabatieh, Tyre, Naqoura, Bint Jbeil, even in Nabi Sheet and Hermel? There is no place where they do not kill, no place they do not demolish, no place they do not violate. So how can you accept, or demand, that we give up our weapons? Even if we remain silent, Israel will not remain silent.
Israel is backed by America, tyranny prevails, and they say: this is an opportunity to swallow Lebanon. Syria is before your eyes. What is happening there? Publicly, the foreign minister and Netanyahu say that Mount Hermon is Israeli. This is new. They speak of the Golan as if that issue is finished, and now they will not relinquish Mount Hermon. They achieve what they want. Why? Because there is no one confronting them and no one telling them no. You say: perhaps something will happen in the future. Yes, the future comes when resistance exists, when there is national unity, when we support one another, and when we achieve sovereignty first.
Israel cannot remain in the South, nor at the occupied points, nor anywhere else. This resistance is the reason. Without it, Israel would have already completed the establishment of settlements in the South long ago. Today, Israel wants to legalize the buffer zone, but it cannot, because with weapons present it cannot remain an occupier nor achieve stability.

The resistance in all its forms: Hezbollah, the Amal Movement, Lebanese parties, all factions, resistance forces, and the people. All are partners. When I speak of the resistance, I speak of everyone, not Hezbollah alone, because all are honorable, all are resistance, and they are the ones who liberated the land.
They say: what has the resistance done, and what is it doing now? Is this resistance responsible for protecting the homeland?
The army is responsible for protecting the homeland, the government is responsible for protecting the homeland, and the state is responsible for protecting the homeland. All are responsible for protecting the homeland. Tell me now: what are you doing to protect the homeland?
They say: because of you, Israel came. No. Because of Israel, we became a resistance. Correct your thinking, think carefully, and put things in their proper place. Who protects this country? Who protects this community? Who protects the fighters? Who protects the honorable families of this country if the resistance is without weapons? What is Israel’s business here? They are occupiers in one place. Why do they enter our country? Why do they want to occupy our country as well? We will not accept this. Our understanding of the facts must be clear.
Today, did the Lebanese army not ask to supervise the houses they intended to demolish in Mashghara and Sahmar in the western Bekaa? Israel refused. Israel wants to demolish; it does not want to search for weapons. It wants to do whatever it wants to do.
Have they not killed in Nabatieh, Tyre, Naqoura, Bint Jbeil, even in Nabi Sheet and Hermel? There is no place where they do not kill, no place they do not demolish, no place they do not violate. So how can you accept, or demand, that we give up our weapons? Even if we remain silent, Israel will not remain silent.
Israel is backed by America, tyranny prevails, and they say: this is an opportunity to swallow Lebanon. Syria is before your eyes. What is happening there? Publicly, the foreign minister and Netanyahu say that Mount Hermon is Israeli. This is new. They speak of the Golan as if that issue is finished, and now they will not relinquish Mount Hermon. They achieve what they want. Why? Because there is no one confronting them and no one telling them no. You say: perhaps something will happen in the future. Yes, the future comes when resistance exists, when there is national unity, when we support one another, and when we achieve sovereignty first.
Israel cannot remain in the South, nor at the occupied points, nor anywhere else. This resistance is the reason. Without it, Israel would have already completed the establishment of settlements in the South long ago. Today, Israel wants to legalize the buffer zone, but it cannot, because with weapons present it cannot remain an occupier nor achieve stability.

Be clear: aggression against people and stones cannot continue, and our defense is legitimate at any time. No one has the right to ask us one day: why are you defending yourselves? The right to self-defense is legitimate and guaranteed to us at all times.
It is unacceptable for the pace of attacks to continue. The state must demand that the sponsoring states stop them. Everything has limits. Things cannot continue this way indefinitely.
Fifth: What is happening now in the South and across all of Lebanon is an Israeli aggression aimed at swallowing the land and ending the existence of the resistance. The Israeli–American aggression has objectives with no ceiling and no limits. We wish that you would ask the Quintet to pressure Israel instead of pressuring Lebanon. Have you demanded that Israel stop its aggression? Go and help Lebanon if you truly want to help. Come, Lebanese people, let us unite. Through our unity we can stop the aggression. Be assured that when we are one people on external issues, in confronting the Israeli enemy, and when we truly decide to live together and protect one another, the Israeli enemy cannot achieve what it wants.
It is unacceptable for some among us to turn into tools for killing others so that they themselves may live. This will not happen in Lebanon. This resistance is among the most honorable resistances in the world, and among the most rational, because it acted with wisdom. It succeeded in building a network of relations with the Lebanese state, with the people, and with various forces. It was able to implement an agreement and transfer responsibility to the Lebanese state in a calm and purposeful manner, without even a slap.
It also facilitated the deployment of the Lebanese army. What do we call this? A rational resistance, a wise resistance. Reason is not to give Israel something. Reason is not to offer concessions without a price. Reason is to know how to protect our country, preserve our strength, and act in a way that leads us to unity and cooperation. Praise be to God, there are responsible figures in the state and in various political forces who act with wisdom and reason. This resistance in Lebanon is rational, wise, courageous, self-sacrificing, and patriotic.
We always say: let them stop the aggression, let Israel withdraw, release the prisoners and detainees, and then reconstruction can begin. We are ready to discuss the defensive strategy with the highest level of positivity, in order to implement the inaugural address, to carry out what is stated in the ministerial statement, and to harmonize with the government in this regard.
Sixth and finally: We are part of a generous and giving people. These are people whose sons were killed, who offered their homes and livelihoods, who endured displacement and forced migration, and who still continue to give. From this people emerged the Master of the Martyrs of the Ummah, Sayyid Hassan Nasrallah, may God be pleased with him, whose value equals the entire world and all that is in it. He is a symbol of the highest level of sacrifice and giving. For what purpose? For dignity, for morale, for presence, for steadfastness. Alongside him is Sayyid al-Hashem and all those who were martyred in the path of God Almighty.

We also have a specialized committee following up on the law for the return of depositors’ funds, so that corrupt financial cartels do not control matters at every level. I call on the Lebanese government to resolve the issue of the salary scale and wages, to decide it in stages so that people can breathe and so that matters can move onto the right track.
Blessed be the anniversary of the Prophet’s mission for all Muslims and for all the oppressed in the world. Congratulations to the winners who memorized parts of the Qur’an until they completed its memorization, and God willing, to even greater success.

In several instances, American intermediaries arrive first, calling for ceasefires, urging local forces and communities to lay down their weapons, and offering assurances of restraint. Within hours of these assurances, HTS units move in, launching shelling and airless bombardment, issuing threats, carrying out targeted killings, and forcibly seizing control of territory. Those killed in these operations are then framed as “martyrs” and circulated through aligned media networks and paid online cheerleaders to manufacture legitimacy and suppress dissent.
This pattern reflects a strategic weakness rather than strength. HTS has demonstrated that it cannot defeat the SDF through open battle, so it relies instead on coercion, betrayal, and staged narratives. The real danger, however, lies in what follows these takeovers. We issue a clear warning: a large-scale massacre of Sunnis in Kurdistan is a real and imminent risk.
