However, many things cannot be traced due to the high level of cunning involved in covert operations. From multiple statements by Imam Khamenei and the ongoing IRGC counter-intelligence efforts, it is clear that Iranian leadership was well aware of the infiltration threats and covert operations targeting the country. However, the nature and sophistication of these operations evolved significantly over time.
Imam Khamenei repeatedly warned of both internal and external threats. On 7 February 2025, he said:
“Americans sit and talk about redrawing the world map on paper. It is only on paper, not reality. They threaten us, and we will threaten them back. If they attack our nation’s security, we will attack theirs. This is our duty, grounded in the Quran and Islamic teachings.”
On 12 March 2025, he warned that if American agents tried to dismantle Iran’s security, the response would be fierce and immediate. Earlier, on 24 September 2024, he alerted about covert operations disguised under “velvet” flags — false fronts meant to destabilize Iran from within.
Following these warnings, the IRGC actively dismantled a major smuggling route aimed at facilitating unrest in January 2025 (dismantled a smuggling route).
