After a period of deliberate silence and sharp reading of regional shifts, Hezbollah laid out its position concerning the future of its arms, directly responding to smear campaigns aimed at disarming the resistance—placing such rhetoric in direct alignment with Israeli interests. Shaykh Qassim (H) firmly declared: any threat to the resistance’s weapons will be confronted.

In a powerful address, Shaykh Qassim (H) clearly mapped out the movement’s hierarchy of priorities. These begin with an immediate halt to Israeli aggression, a full withdrawal, and an end to ceasefire violations—exactly as stipulated in UN Resolution 1701. This, he emphasized, is the necessary first step.

He rejected all premature talk of a “second phase”—such as defense strategy discussions—until the Lebanese state also fulfills its responsibilities, chiefly the commitment to reconstruction.

Among his most assertive declarations was the insistence that the resistance’s arms are strictly for defending Lebanon from Israeli aggression. He laid out Hezbollah’s position that any discussion of arms exclusive to the state must be tied to the state’s ability to project authority and maintain internal security—something beyond the resistance’s domain.

According to Shaykh Qassim (H), once the first phase of Resolution 1701 is genuinely implemented by both parties—and Lebanon confirms its commitment—the second phase can begin. That next stage must rest on three firm pillars:

• Protecting Lebanon’s sovereignty, liberating all occupied land, and halting every form of Israeli aggression.

• Harnessing the resistance’s strength and arms as a strategic component in Lebanon’s national defense.

• Rejecting any move that weakens Lebanon or surrenders it to Israeli domination.

Shaykh Qassim (H) also revealed the existence of message exchanges with President Michel Aoun and confirmed a strong understanding between Hezbollah and the Lebanese Army. He categorically stated that no clash will take place between the resistance and the army, despite efforts by internal actors to provoke such conflict.

This renewed position from Hezbollah comes as a direct challenge to both internal and external actors seeking to disarm or dissolve the movement. The message is firm: the era of blackmail and submission is over. Lebanon will not be stripped of its last remaining pillar of strength.

The West’s contradictory and dual-faced approach in dealing with Takfiri movements has raised numerous doubts and questions from the exploitation of Afghanistan in the late 1970s, to the war against Takfiris in the Arabian Peninsula during the 1990s, followed by the war against Takfiris in Afghanistan in 2001, in Iraq after the 2003 invasion, to the exploitation of Syria in 2011, and now to the current ambiguous experience with ISIS and threat of ISIS 2.0.

The root of these doubts and the multiplicity of views lies in the tendency of such analyses to revert to rigid and subjective mental models that fail to grasp the flexibility, particularism, and pragmatism of the Western mind. At the same time, the repeated alignment of Takfiri movements with the Western front has led their opponents to accuse them of being mercenaries and servants of the West. This accusation is not without merit, but it is rooted in an indirect system of control. This is largely due to the ideological and strategic weakness of these groups, and the sensitivity of the environments in which they operate, environments already hostile to American orientation, let alone open alliance with the U.S.

All of this becomes evident when one examines the history of these relations from 1979 to the present. Another factor reinforcing such doubts is that Takfiri groups tend to respond to any accusations of ties with America or its allied regimes with frantic and desperate denials.

These experiences lead us to a specific model through which the West, particularly the United States, manages its relations with Takfiri groups, a model that rests on three fundamental dimensions: formation, justification, and control. It must be noted, however, that each of these dimensions functions as a toolbox from which the U.S. draws selectively, depending on the situation. They are not necessarily deployed all at once or in every case.

First | Formation

This policy consists of assessing the appropriate geographical scope for the activity of Takfiri movements—on the condition that their activity does not pose a threat to U.S. interests and, conversely, serves strategic American interests. This policy is implemented through various tools, selected according to the conditions of time and place, and can be summarized in five main instruments:
1. Opening geographical grounds, meaning the weakening of governments in the targeted region through (creating tension and political anxiety, political purges, popular uprisings, etc.), similar to what occurred in Syria in 2011 and Mosul in 2014.
2. Opening logistical routes, meaning the opening of land, air, and sea routes and granting the necessary passports and vehicles to reach the target point—such as the use of Egypt, Pakistan, and Yemen during the 1979 war in Afghanistan, or the use of Turkey and Jordan during the 2011 war in Syria.
3. Financial and military support, meaning giving the green light to allies who are willing to provide financial and military aid to Takfiri groups. This aid may be direct or indirect (via organizations and arms dealers), and is executed according to a special timetable—so that these groups maintain a strategic image. At times, the U.S. directly provides these groups with weapons, such as in the case of Kobani, where the U.S. dropped weapons and necessary equipment by air to ISIS more than five times, later claiming that it was done by mistake.
4. Transfer, meaning exporting Takfiris from countries that are harmed by their presence or by countries that want to make use of them.
5. Opening the way for preachers, meaning facilitating the movement of Takfiri preachers for ideological and recruitment activities in the target areas, transferring them to those regions, and providing them opportunities to promote their message through satellite networks and various media platforms.

Second | Justification

This policy consists of media, human, and field efforts to justify the strategic priority of Takfiri groups in terms of directing them toward the battlefield and attacking the designated enemy—or, alternatively, redirecting them strategically or tactically for temporary purposes based on the prevailing conditions. The United States relies on the support of its local and international allies to implement this policy through nine essential tools:

1. Identifying the enemy: In the case of the U.S., achieving its objectives often involves “star-making” among Takfiris—placing certain individuals or groups under the media spotlight. These figures are selected in such a way that they can ultimately exert political influence and yield favorable local and international political outcomes for the U.S. For example, the magnification of individuals like Zarqawi at the start of the Iraq war by Colin Powell, who declared, “Our enemy is Zarqawi”—thereby placing Zarqawi at the center of attention to the point that he was able to take control of the field and drag most of Iraq into civil war. Similarly, a few months ago, Israel assigned specific commanders from Jabhat al-Nusra to administer areas near the Golan Heights under the pretext of military threat.

2. Purging commanders: Refers to targeting Takfiri commanders who pose a threat to U.S. or Western national security—or those whose local influence negatively impacts America’s ability to justify and exploit their presence—such as the assassinations of Osama bin Laden, Anwar al-Awlaki, and most al-Qaeda commanders in Yemen.

3. Arab and international media: Spreading provocative and ideological concepts that can stir Takfiri groups into mobilization and push them to enter the designated region and fight against the front chosen by the U.S.

4. Saudi clerics: The religious institution of Saudi Arabia plays a key role by issuing fatwas for jihad in targeted areas.

5. Creating insecurity: Utilizing newly converted Western Muslims, leveraging Arab intelligence services, and using prisons as key recruitment grounds—prisons are emphasized as having a central role in directly or indirectly attracting Takfiri commanders.
6. Managing conflicts: Managing crises in the target region to serve U.S. goals and preserve a justifiable and usable Takfiri force, through various justification tools.
7. Creating a tense atmosphere: Manufacturing a climate of war and conflict that attracts Takfiri fighters and portrays them as an oppressed group—as happened in Afghanistan and Syria.
8. Fragmenting Takfiri groups: Using diverse tools to sow discord, multiply goals and priorities, and provoke internal field clashes among Takfiri groups, preventing them from forming a unified and cohesive power—like the rift between ISIS and Nusra in Syria.
9. Strategic theorization: Providing strategic narratives to justify the Takfiri agenda within specific geographical zones. For example, the use of brutality and intimidation is part of this strategy—many speculate about the identity of Abu Bakr Naji (author of Management of Savagery) and his ties to U.S. intelligence. It’s also worth noting a quote by Abu Musab al-Suri in his book: “The global Islamic resistance is a strategic vision that prevents Takfiri groups from direct war with Western armies,” although he offers no further explanation or analysis of this vision.
