There is a proposal in Russia that makes it so only rich people are allowed to own cryptocurrency.

Transactions with cryptocurrencies within the EPR will be able to make only “specially qualified” investors. This is a new status, which, as expected, citizens will be able to get if their investments in securities and deposits exceed 100 million rubles or if their revenues for last year amounted to more than 50 million rubles.
