New blocking criteria in Telegram.
- Now blocking is made by the phone number, not by user ID as before;
- When an account is deleted, the blacklist is cleared;
- If you delete and recreate an account that was in the blacklist for the same number, the user will have a new account added to the blacklist, while the previous one will remain, see the video for confirmation:

- Теперь блокировка происходит по номеру телефона, а не по идентификатору аккаунта как ранее;
- При удалении аккаунта ЧС очищается;
- Если удалить и заново создать аккаунт, который был у пользователя в ЧС на тот же номер - у пользователя добавится новый аккаунт в ЧС, прошлый при этом останется, подтверждение на видео:

URGENT Action Required
Dear Bot Developer,
As previously announced, Apple has informed Telegram that @fStikBot is in violation of App Review Guidelines 4.7 and 3.1.1, because it accepts payments for digital goods and services without relying on Apple's in-app purchase mechanism – this has never been allowed on Telegram.
To allow all affected bots to continue operating without interruption, we are rolling out Telegram Stars, an in-app currency users will be able to acquire from Telegram using standard Apple and Google in-app purchases and then use to buy digital goods and services from you.
Starting on June 12, all payments for digital goods and services in bots and mini apps will have to be carried out exclusively in Telegram Stars. If digital goods and services can be purchased for your bot or mini app on other platforms (including from your external website), the same goods and services must also be available for purchase with Telegram Stars, in compliance with Apple Review Guideline 3.1.3(b).
⚠️ Note that payments for physical goods and services are unaffected by this change and can continue operating as usual.
