It's so opaque that our government at some point had a specialized department to Oracle licensing.

Now that department had trouble figuring it out themselves, so they hired Oracle consultants to do the licensing

So basically Dutch government departments let Oracle themselves figure out their licensing

And then Oracle fined/sued the Dutch government €3.2 billion for having incomplete licensing coverage 🙃

It got resolved 'behind closed doors' eventually, results are unknown
