The DOJ justifies the strike where the military was used in order to support the arrest of individuals the White House has designated as dangerous.

They also specify that the objective of the operation was not to kill former Venezuelan President Maduro but to capture and arrest him.

As a law enforcement operation with a clear target it does not have a goal that might be open ended enough to be considered an act of war.
