The DOJ justifies the strike where the military was used in order to support the arrest of individuals the White House has designated as dangerous.
They also specify that the objective of the operation was not to kill former Venezuelan President Maduro but to capture and arrest him.
As a law enforcement operation with a clear target it does not have a goal that might be open ended enough to be considered an act of war.

β Power to protect national security.
β Authority to enforce U.S. criminal law abroad.π The memo relies heavily on historical precedents where Presidents used force without congressional authorization.
Operation Absolute Resolve does not trigger Congressβs war powers:β No need for advance congressional authorizationβ No declaration of warβ No violation of the War Powers Resolutionβ President can act unilaterally under Article IIπ Operation Absolute Resolve does not rise to the level of βwarβ requiring prior congressional approval.
Three national interests that justify unilateral action here:
β Protecting U.S. national security
β Enforcing federal criminal law
β Protecting U.S. personnel conducting lawful missions
