Here’s a brief description of each Executive Order (EO):

• EO 13818: Imposes sanctions on people and entities involved in serious human rights abuses or corruption, blocking their property and limiting U.S. financial dealings with them. It implements the Global Magnitsky framework.

• EO 13848: Creates a sanctions process for foreign interference in U.S. elections, including penalties if the U.S. determines a foreign government or agent tried to interfere.

• EO 13903: Directs the federal government to intensify efforts against human trafficking and online child sexual exploitation.

• EO 13928: Sanctioned certain ICC officials and restricted entry into the U.S. for people involved in ICC actions against U.S. personnel; it was later revoked in 2021.

EO 13818: In practice, this lets the U.S. freeze assets and bar transactions for foreign people accused of serious human rights abuses or corruption, especially when the government wants to pressure powerful officials or networks.

• EO 13848: In practice, this gives the U.S. a sanctions tool against foreign actors who interfere in U.S. elections, such as by hacking, influence operations, or other covert meddling.

• EO 13903: In practice, this directs more federal attention and coordination toward fighting human trafficking and online child exploitation, including prosecution, victim support, and prevention efforts.

• EO 13928: In practice, this blocked certain ICC officials and supporters from entering the U.S. and from accessing property or services under U.S. sanctions rules; it was later revoked.

ICC usually means the International Criminal Court. It is a permanent international court in The Hague that investigates and tries individuals accused of genocide, war crimes, crimes against humanity, and the crime of aggression.

EO 13929, as it relates to the ICC, was Trump’s 2020 order targeting the International Criminal Court.

It declared that ICC efforts to investigate or prosecute certain U.S. personnel, or personnel of U.S. allies without their consent, were a national security threat, and it authorized sanctions and visa restrictions against people involved in those ICC actions.
