Beijing reports that China's factories contracted for a second straight month — and calls it good news, which, to be fair, it sort of is. The official manufacturing PMI rose to 49.8 from 49.2, beating the 49.5 consensus, with sixteen of twenty-one industries improving and the statistics bureau declaring a "significant improvement." Note that 49.8 is still below 50, so the significant improvement is in the rate of decline. Electrical machinery and equipment printed above 53 on production and new orders; chemical raw materials sat below 50 — exports and anything adjacent to technology are carrying the load while the domestic consumer stays firmly in his shell. The non-manufacturing gauge disappointed at 49.0, with construction activity sliding to 46.9, its weakest since the pandemic began — blamed, in a flourish of meteorological candour, on heavy rain and typhoons.
China's factories shrank for a second month straight — and Beijing called it a recovery, because 49.8 is the new bull market.
Four hundred thousand people on a volcanic rock have done the arithmetic that Brussels prefers left undone. By 52.8% to 47.2% — against polls promising the opposite — Iceland has declined to reopen membership talks it first opened in 2009, when the banks were smoking and the IMF was at the door. Eleven of thirty-five chapters were provisionally closed before the process quietly froze in 2013. The fisheries chapter, curiously, was never opened at all. This was never an application, merely an opportunity to discover what an application might feel like. The opposition, unhelpfully literal, observed that if you apply to join the EU, you are applying to join the EU. Note what the campaign was actually about — currency, fish, farms, sovereignty — and what it was not about: the geopolitical necessity everyone in Brussels assured them was decisive. Small nations, it turns out, retain the capacity to count their own boats.

The Treasury Secretary of the Empire has discovered a new vocabulary. Sanctions will now arrive weekly, like a subscription, and ‘Scrooge’ Bessent assures us this will be "financial violence if we have to." One admires the if we have to — the reluctance of a man reaching for the second bottle. The inaugural round: several UAE branches of Banque Misr, Egypt's second-largest bank. Not the parent. Not the other branches. And with thirty days to correct one's behaviour before anything actually happens — D-Day, it seems, with a cure period. The doctrine as stated: "There can be no leakage. You're either with us, or you're with the Iranians." Splendid. Except that Iran's economic lifeline is China, and on China the administration has said precisely nothing.

The World Kingdom of oil is not short of money; it is exploring financing options. At least $8 billion of them, with Aramco queuing at the same window for its own arrangement — purely to diversify sources of capital, you understand, and certainly not because the Iran war shut the Hormuz tap and produced the sharpest contraction since the pandemic, oil output down nearly a quarter, a 34.3-billion-riyal hole in one quarter alone. And this with Brent averaging $87. Marvel at the arithmetic: the highest oil prices in years, and still the bowl goes round. Six billion in bonds already, four more from Aramco, seven from the PIF in May, thirteen billion syndicated late last year — a monument to fiscal strength, each brick borrowed. In tis context, the Vision 2030 has entered its most visionary phase: selling the assets to fund the vision, then borrowing against what remains.

A kingdom that must borrow at $87 oil has not diversified away from crude — only from solvency.
Having watched Chicago PMI collapse to 47.1 last week, the national surveys arrived to restore order: ISM manufacturing at 54.6 — down from 55.6, a miss, yet still parked near four-year highs — and S&P Global steady at 53.9, beating expectations. So, the Midwest is in recession and the nation is booming, which is a neat trick for a country with only one economy. Beneath the headline the pattern is less flattering: new orders fell in both surveys, meaning today's activity is yesterday's backlog being worked off rather than tomorrow's demand arriving. Employment split the difference — ISM's component dropped while S&P Global reported the strongest hiring of the year, because why should two surveys of the same factories agree? Prices were flat in one and falling in the other.
In a nutshell, growth "remained welcome," but the data "point to some cracks in the sector's health," with output and orders slowed by rising prices and material shortages traced to Middle East tensions and tariffs. Cracks, then, but welcome ones.
The Ministry of Open Skies has a routine aviation advisory: the Malthusian Dancer on high heels from Kyiv has announced that Russian airspace is now "de facto closed," warning every airline, every insurer, and every foreign government that the skies over Moscow and St. Petersburg belong to Ukrainian drones — while insisting, with the straight face of a man who has mastered the art of saying two opposite things in one breath, that this does not constitute a threat to civilian aviation. The logic is a masterpiece: the drones will make Russian airspace "completely dangerous," airlines and insurers must take note, passengers should reconsider — but nobody should interpret any of this as, heaven forbid, a threat to passenger jets. Tsar Vladimir, unamused, promptly branded it "a declaration of state terrorism" and observed that "you don't negotiate with terrorists," which rather complicates the negotiations everyone claims to want.
