Isn't this interesting. We heard it first in South Africa didn't we, equitable racial quotas for water?

This is all designed to get people to turn to daddy to ask for permission, it sets this type of thinking in motion. It psychologically transfers the ownership of water to "daddy" who then has to wrestle with how he should dole it out. 

Get people squabbling over a resource, create division through perceived favouritism, create an oppressed class then come in as the one who decides what qualifies as the greater need etc... how much is "fair". 

This psyop will persuade the squabbling masses that a big daddy must be necessary to arbitrate the "fair distribution" of water, and whatever else comes next, food I guess. This logically leads to rationing based on qualification. In other words, communitarianism.
