Texas Constitution Article 1 sec 2--says all political power is inseperable from the people.
Article 6 sec 2c says that elections will be:
(c) The privilege of free suffrage shall be protected by laws regulating elections and prohibiting under adequate penalties all undue influence in elections from power, bribery, tumult, or other improper practice.
Article 6 sec 4 says:
In all elections by the PEOPLE--fraud must be detectable and punishable.
In Texas Election Code 122.001 a. 1-10 say systems may not be used if do not preserve the secrecy, security, purity, suitability, accuracy, and auditablility of ballots and ballot box.

You said in email below that the only way to keep the vendor honest from uploading results changing software after EAC certfication is the Hash validation test and nearly every technical examiner has said that is not compliant with VVSG and 122.001 a.3 and a. 4.
The vendors have Billions of dollars of County contracts on the line and DEPEND on the right people to be elected to maintain profits.
Vendors can rig elections in undetectable ways to make sure only people that will adopt, contract, and protect and promote confidence in their products can be elected.
VVSG 1.0 Volume 1, Guideline 7.4.6(b)(i):
"The process used to verify software should be possible to perform without using software installed on the voting system."
Hart InterCivic Violation - Direct Quote from Technical Examiner Tom Watson (2021):
"Because the file of hashes is generated by both the VSTL and a jurisdiction using Verity software, it is a violation of the EAC's VVSG requirement which states:
"The verification process should be able to be performed using COTS software and hardware available from sources other than the voting system manufacturer.'"
VVSG 2.0 Enhanced Requirements (Current Standard):
Principle 3: Software Independence:
"A voting system is software-independent if an undetected change or error in its software cannot cause an undetectable change or error in an election outcome."
Requirement 9.1-A: Software Verification:
"The voting system SHALL provide the capability to verify that the software loaded and executed on the voting system is authentic and unmodified."
Requirement 9.1-C: Independent Verification Tools:
"Software verification tools SHALL be independent of the voting system software."
