Posting stories is currently available only to subscribers of Telegram Premium
From the wording, it seems that initially only Premium users will be able to post stories, and later the feature will become available to all users.
This might change at release, since this is just our speculation from Telegram's app strings.

At the moment, this service is only available to those living in Oranmore, on the outskirts of the Irish town Galway (county Galway). As the company stared, this new service will soon be available to everyone in Ireland.
Reaching an altitudes from 50 to 80 meters and speeds of over 60 km/h, the space grade drones were specifically designed for this delivery project.
