سیستم فعلی مالیاتی بیشتر بر پایه فعالیت حضوری شرکت در اروپا است. بنابراین شرکت‌های مثل گوگل مالیاتی برای سودشان به اروپا پرداخت نمی‌‌کنند. زیرا مرکز شرکت در آمریکا است و سود خود را در آمریکا شناسایی می کنند و درنتیجه مالیات سود را تنها در آمریکا پرداخت میکنند.
برای مثال فیس بوک 1.3 میلیارد دلار در انگلیس درآمد دارد اما تنها 15 میلیون دلار در این کشور مالیات پرداخت می‌کند.
