In the 1990s and early 2000s, Saudi Arabia was Hamas’s largest patron at times supporting the movement more than Iran. Official charities and private networks across the Kingdom funneled vast sums of money into Gaza.
But after 9/11, Washington pressured Riyadh to cut off groups designated as “terrorist.” Saudi Arabia complied, closing Hamas-linked charities and halting open political support.
When the Syrian civil war began in 2011, Hamas sided with the Syrian opposition, severing ties with Assad and straining its alliance with Iran. Hoping to re-enter the Saudi orbit, Hamas leadership approached Riyadh for renewed backing.
The attempt failed. Saudi Arabia kept its distance, wary of U.S. pressure and its own regional rivalry with Iran. Instead of reconciliation, Riyadh cracked down on Hamas networks inside the Kingdom and imprisoned Hamas-linked fundraisers and activists.
This left Hamas stranded cut off from Saudi Arabia, at odds with Syria, and estranged from Iran. Only in the late-2010s did Hamas begin repairing its ties with Tehran, gradually restoring the alliance that still stands today.
