The newly formed force is authorized to take all necessary measures to restore security and order, including the use of excessive force in field operations against unruly gangs and direct fire, even if it results in the injury or death of a number of thugs and thieves who have pledged allegiance to the occupation and complied with its schemes in the Gaza Strip.
