The Biden administration is expected to propose increasing the tax rate for the richest Americans to 39.6% from 37% and raising the capital-gains tax on people earning more than $1 million to 39.6% from 20% to pay for its American Family Plan, according to reports.
Goldman says proposed US capital gains tax hike will limit S&P 500 upside. Estimates $1+ tn in unrealized cap gains for wealthiest US households, equal to 3% of US mkt cap & roughly 30% of avg monthly S&P 500 trading vol. Past tax hikes have been associated w/declines in prices.
