At an expanded meeting of the Russian Defense Ministry board, President Vladimir Putin stated that large-scale Western military assistance to Ukraine is flowing continuously, including advisers, instructors, mercenaries, and intelligence support.

He emphasized that Russia would have preferred to resolve the conflict’s root causes through diplomacy — but will act decisively if Kiev refuses substantive dialogue.
