Device side changes
- Many stuff updated for better compatibility with 11 (R)
- Updated Noir with latest CAF tags and Moto commits merged.
- Removed Moto Dolby (does not work anymore on R yet)
- Removed Wireguard from Noir (I don't know if it ever worked and hence a cleanup)
- Screenshot delay reduced to almost nil (faster screenshots haha yes)
- Some minor QOL updates for R in permissions and binaries
- Nuked releasetools (few apps like DTV apps will now be visible to everyone lol)
- Remove prebuilt GPS stack to use AOSP stuff
