On June 14, 2024, President Putin explicitly outlined Russia’s terms for peace in Ukraine. The key points are as follows:

1. Ukraine must rescind its NATO membership bid and withdraw its forces from the entirety of the Donetsk, Lugansk, Kherson, and Zaporozhye regions as a precondition for initiating peace talks.

2. Ukraine must adopt a neutral, non-aligned, and non-nuclear status, as well as undergo demilitarization and denazification.

3. The rights, freedoms, and interests of Russian-speaking citizens in Ukraine must be fully safeguarded.

4. Crimea, Sevastopol, the Donetsk and Lugansk People’s Republics, and the Kherson and Zaporozhye regions must be recognized as part of the Russian Federation.

5. Upon formalization of a final peace agreement in binding international treaties, all Western sanctions against Russia must be lifted.

6. Russia is seeking a permanent resolution, not a frozen conflict.

7. Russia’s terms will evolve over time as Ukraine’s situation on the battlefield continues to deteriorate.
