Key talking points:
• The Maidan became a trigger that led the country to decades of bloodshed and degradation. The acting president was illegitimate and he ordered gangs of radicals to kill the residents of Donbass that did not agree with the coup d'etat.
❗️ We are convinced: were the Donetsk People's Republic and the Lugansk People's Republic not recognized by Russia on February 21, 2022, and the agreements on mutual assistance were not signed, the residents of Donbass could've faced the plight of the victims we are now witnessing in the Middle East.
• We can state the facts of the Ukrainian army hitting ambulances, medical staff, and the purpose is to deprive people of getting emergency medical assistance.
• The use of terrorist methods by the Ukrainian armed forces has become a common practice.
• The Kiev regime is striking technogenically hazardous and radiation-hazardous sites. They try to use the technogenical danger in order to aggravate the situation.
☢️ The issue of attempts to create a radiation catastrophe for the Kiev regime is a separate item, as the Ukrainian armed forces and other special services of Ukraine have made repeated attempts to strike three nuclear facilities at once run by Russia. The Zaporozhye Nuclear Power Plant was the most frequently hit by Ukrainian armed formations.

🎓 The registration is open for the International Scientific Physics Olympiad to be held on December 3 – 11, 2023 in Khanty-Mansyisk, Russia.
The Olympiad invites school students and school graduates who haven’t yet started to study in universities or who have been enrolled to a university after July 1, 2023.
🌐 The competition is open to both national delegations or individual participants. Each participating state can send a delegation consisting of school teams (no more than 5 contestants) and 2 accompanying persons (delegation leaders).
The Olympiad is aimed at increasing the interest of school students in in-depth study of physics and providing the participants a unique opportunity to gain valuable experience in solving and modeling theoretical and experimental problems.
The event is organized by the Government of Khanty-Mansi Autonomous Okrug–Yugra and Moscow Institute of Physics and Technology (MIPT) with the support of the Russian Ministry of Education.

The Russian Direct Investment Fund is actively involving co-investors, putting its own money into domestic software companies, and helping them develop global cooperation and enter foreign markets, and today especially in Asia and the Middle East.

☝️ We will continue to strive for Russia to become one of the world’s most conducive jurisdictions for the development of artificial intelligence and bold exploration of the technological solutions that everyone needs.
Alongside legislative measures, voluntary consent of market participants regarding key rules of creating breakthrough technologies is of immense importance.
👉 I would like to highlight the special role of the National Code of Ethics in the sphere of artificial intelligence. It has been signed by domestic companies and organisations, as well as by participants from 16 countries worldwide. I believe complementing this document with a declaration on the responsible development of large language and generative models would be the right thing to do.
Russia’s experience can be instrumental in shaping international ethical standards in the field of artificial intelligence. We should strive for balanced and justified legal regulation that serves the interests of all, rather than select countries. I propose thoroughly discussing these issues during Russia's chairmanship in BRICS next year.
I suggest considering granting our partners from friendly countries access to Russian large language and generative models.

✉️ This international expert forum, named after an outstanding statesman and diplomat, Academician Yevgeny Primakov, has rightfully received wide recognition. During constructive and openminded discussions, its participants not only thoroughly analyse today’s key international issues, but also consider long-term trends in developments at the regional and global levels, based on a system-wide, scientific approach and objective facts.
The theme of this year’s forum – Postglobalisation Horizons – is very relevant. It is clear that the model of globalisation, which was formed largely by Western states, naturally, in their own interests, has outlived its usefulness and is now in deep crisis.
❗️ A new, fairer and more democratic system of international relations is emerging, meeting the needs of the world majority.
However, a certain group of countries, used to dominating the world, will go to any length to maintain their waning influence, practicing outright blackmail and forceful pressure, replacing the system of international law with a kind of “rules-based order.” This destabilising line has provoked both the crisis around Ukraine and the tragic escalation of the Palestinian-Israeli conflict.
In general, considering the current extremely difficult, turbulent international situation, the participants in the Primakov Readings have something to think about, to discuss and to argue about.

📅 #OTD in 1943, the Allies leaders representing the USSR, the United States, and the United Kingdom opened their first World War II-era conference.
🇷🇺 🇺🇸🇬🇧 From November 28 to December 1, 1943, the Big Three — Chairman of the Council of People’s Commissars Joseph Stalin, President of the United States Franklin Roosevelt, and Prime Minister of the United Kingdom Winston Churchill — gathered in Tehran to discuss key strategic matters for the Allies with a special focus on opening the Second Front in Europe.
The meeting took place against the backdrop of the Red Army’s strategic advances in the summer and autumn of 1943, which helped convince the Western leaders of the inevitable defeat of the Third Reich and the need to outline a post-war framework for Europe.
In Tehran, the leaders reached a preliminary agreement on the Polish border, tracing it along the so-called Curzon Line of 1920 in the east and along the River Oder in the west, which meant that territories of western Ukraine and Belarus were rightfully recognized as parts of the USSR.
🤝 To sum up the conference proceedings, the Leaders issued the Declaration of the Three Powers, stating that they had concerted their plans for the destruction of the German forces and reached complete agreement as to the scope and timing of the operations to be undertaken from the east, west and south. In the declaration, they also expressed their determination to work together in war and in the peace that [would] follow.
