📣 Joint Statement of the Leaders of the Five Nuclear-Weapons States on Preventing Nuclear War and Avoiding Arms Races.

🇷🇺 🇺🇸 🇬🇧 🇫🇷 🇨🇳 The People’s Republic of China, the French Republic, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and the United States of America consider the avoidance of war between Nuclear-Weapon States and the reduction of strategic risks as our foremost responsibilities.

❗️ We affirm that a nuclear war cannot be won and must never be fought. As nuclear use would have far-reaching consequences, we also affirm that nuclear weapons – for as long as they continue to exist – should serve defensive purposes, deter aggression, and prevent war. We believe strongly that the further spread of such weapons must be prevented.

☑️ We reaffirm the importance of addressing nuclear threats and emphasize the importance of preserving and complying with our bilateral and multilateral non-proliferation, disarmament, and arms control agreements and commitments. We remain committed to our Nuclear Non-Proliferation Treaty (NPT) obligations, including our Article VI obligation “to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.”

We each intend to maintain and further strengthen our national measures to prevent unauthorized or unintended use of nuclear weapons. We reiterate the validity of our previous statements on de-targeting, reaffirming that none of our nuclear weapons are targeted at each other or at any other State.

We underline our desire to work with all states to create a security environment more conducive to progress on disarmament with the ultimate goal of a world without nuclear weapons with undiminished security for all. We intend to continue seeking bilateral and multilateral diplomatic approaches to avoid military confrontations, strengthen stability and predictability, increase mutual understanding and confidence, and prevent an arms race that would benefit none and endanger all. We are resolved to pursue constructive dialogue with mutual respect and acknowledgment of each other’s security interests and concerns.
On January 4, 2022, at the initiative of the Indian Side, Russian Foreign Minister Sergey Lavrov had a telephone conversation with External Affairs Minister of India Dr S. Jaishankar.

The Ministers wished each other a Happy New Year and Merry Christmas.

As a follow-up to the results of the Russian-Indian summit held in New Delhi on December 6, they discussed practical issues of bilateral cooperation, as well as confirmed the intention to consistently strengthen relations of the special and privileged strategic partnership between the two states in the spheres of economy and investments, nuclear energy, space, high technologies and healthcare.

The Ministers agreed on further steps to expand interaction in regional and international affairs, including cooperation in the SCO, BRICS, RIC, as well as in the UN and the UN Security Council.

They also exchanged views on preparations for the upcoming high-level contacts, including a meeting of the Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation, as well as meetings between the leadership of the Foreign Ministries.

⚡️ Press statement on the developments in the Republic of Kazakhstan.

☝️ We are closely following the developments in the neighbourly fraternal country.

We call for peaceful solutions to all issues within the constitutional and legal framework and through a dialogue, not through street riots and violations of law. This is exactly what the efforts by President of Kazakhstan Kassym-Jomart Tokayev are aimed at: stabilising the situation and prompt settlement of the pressing problems, including those mentioned in the protesters’ legitimate demands.

We expect a prompt normalisation of the situation in the country, with which Russia has relations of strategic partnership and alliance, as well as brotherly and friendly contacts.

We are keeping in contact with Russian foreign missions in Kazakhstan. The situation around our diplomatic and consular offices remains peaceful. According to the information currently available, no Russian citizens have been injured in the protests in the Republic of Kazakhstan.

⚡️ Foreign Ministry statement on the CSTO Collective Security Council’s decision to send CSTO Collective Peacekeeping Forces to the Republic of Kazakhstan

❗️ On January 6, 2022, the CSTO Collective Security Council, which comprises heads of state and government of CSTO member states, in response to the request by President of Kazakhstan Kassym-Jomart Tokayev, made a decision to send CSTO Collective Peacekeeping Forces to the Republic of Kazakhstan for a limited period of time, with the aim of stabilising and normalising the situation in the country.

The decision has been made in accordance with Article 4 of the Collective Security Treaty of May 15, 1992, which stipulates that in case of aggression (armed attack that threatens security, stability, territorial integrity and sovereignty) against any member state, other member states shall immediately provide necessary support and aid, including military assistance, at the request of said member state.

☝️ Reaffirming its commitment to allied obligations within the CSTO, the Russian Federation supported the adoption of urgent measures amidst the rapidly deteriorating internal political situation and surge of violence in Kazakhstan. We view the recent developments in this friendly country as externally provoked attempts at disrupting the security and integrity of the state through violent means, including trained and organised armed groups.

The Russian Federation will continue its close consultations with Kazakhstan and other allies in the CSTO to analyse and develop, if necessary, further effective measures, primarily for assisting the counter-terrorist operation by Kazakhstan’s law enforcement agencies, ensuring the safety of all civilians in the country without exception, and securing all critical infrastructure facilities and their operations and bringing them back under the control of the Kazakh authorities. We seek the rapid restoration of normal life in the Republic.
We have noted a number of publications in the Indian press on the recent developments in Kazakhstan and Russia’s involvement in the joint CSTO peacekeeping operation there, and would like to elaborate on some important facts that have obviously slipped from the media’s attention.

When the Collective Security Council of the Collective Security Treaty Organization (CSTO) in response to the relevant request by President of Kazakhstan Kassym-Jomart Tokayev made a decision on January 6, 2022, to send the CSTO Collective Peacekeeping Forces to the Republic of Kazakhstan, in line with its commitments to the allied obligations within the Organization Russia have supported the adoption of these urgent measures.

To be more precise, the statement of Prime Minister of Armenia Nikol Pashinyan, who chairs the Council in 2022, reads as follows: "In view of the address of President of Kazakhstan Kassym-Jomart Tokayev and considering the threat to national security and sovereignty of the Republic of Kazakhstan, caused in particular by interference from the outside, the CSTO Collective Security Council in accordance with Article 4 of the Collective Security Treaty made the decision to send CSTO Collective Peacekeeping Forces to the Republic of Kazakhstan for a limited period with the aim of stabilization and normalization of the situation in this country".

For the reference, Article 4 of the Collective Security Treaty of May 15, 1992, stipulates that in case of aggression (armed attack that threatens security, stability, territorial integrity and sovereignty) against any member state, other member states shall immediately provide necessary support and aid, including military assistance, at the request of said member state. More to say, deployment of the CSTO peacekeeping forces is only possible when an agreement is reached between all member states. And this is exactly the case.

Apart from the Russian portion of the peacekeeping forces temporarily sent to Kazakhstan on January 6, there are contingent from Armenia, Belorussia, Kyrgyzstan and Tajikistan. It should be clearly understood that their main task comes solely to securing important state and military facilities, as well as rendering assistance to the local authorities in stabilizing the situation and getting it back to the legal framework. They do not participate in any military actions and are not involved in elimination of terrorists, which are being taken care of by the Kazakh law enforcement forces. Thus, one should not confuse a peacekeeping mission with the deployment of a combat units.

At the end of the day, we are very happy to see statements from the Kazakhstan officials that as of January 7 the law and order have been restored in all regions of the country and the situation has stabilized. Russia calls for searching peaceful solutions through a dialogue, within the constitutional and legal framework, not through street riots and violations of law.
With deep regret we noted that some Indian media have once again attempted to impose the distorted picture on the situation around the internal Ukrainian crisis and to turn upside down Russia’s approaches on the matter, including by disseminating outrageous statements by the Ukrainian officials. We do understand that those biased materials have nothing to do with the official stance of the Indian government and do not meet opinion of serious well-reputed experts. It should be clearly understood that Russia does not threaten anyone. We are showing maximum restraint and, of course, have no intention to fight fraternal Ukrainian people, as well as to promote any military solution. It was repeatedly stressed by the Russian President Vladimir Putin and Foreign Minister Sergey Lavrov. By trying to convince international community, including the Indian audience, in the opposite, the Kiev’s regime is simply blame shifting, seeking to veil its own crimes multiplied by inability to exercise a balanced and inclusive domestic and foreign policy.

Actually, it is the Ukrainian army which is in the state of war with its own people for 8 years already. In 2021 they have violated the ceasefire 1,923 times, shot innocent people with more than 4,000 mines and artillery shells of different calibers causing numerous losses among civilians and damaging residential buildings and infrastructure facilities. All this comes together with the constant line on depriving the Russian-speaking citizens of their social and political rights, including the right to use the Russian language in schools and everyday life. Exactly this kind of attitude had pushed Crimean people away from the current Ukrainian authorities which ceased power in 2014 through the coup d’état. Citizens of the peninsula, being threatened by attempts of an extreme “ukrainization” had exercised then their right for self-determination and conducted the referendum to join Russia. Since then, we consistently promote the principle point – there’s no issue of Crimea.

At the same time there is no sign of the Kiev’s intention to start a dialogue with Donetsk and Lugansk as it is envisaged by the Minsk Package of Measures which, in terms of resolving the Ukraine’s internal crisis, is the fundamental document elaborated by Russia, Ukraine, France and Germany and further approved by the relevant UNSC resolution 2202. Being deeply convinced that there is no alternative to those agreements, we will continue our efforts to resolve the situation through political and diplomatic means.
Unfortunately, we see that Kiev’s militaristic aspirations are openly supported by the United States and other NATO countries, which are supplying weapons to Ukraine and sending military specialists there. Since 2014, Washington has spent over $2.5 billion on the needs of the Ukrainian armed forces. Another $300 million have been allocated in the US budget for 2022. NATO member states are systematically transforming Ukraine into a military foothold against Russia, building their bases and using its territory for military exercises. Seven such exercises were held in 2021 and ten are scheduled for this year, with the number of military personnel involved in them will almost double in comparison with 2021. These exercises are a part of a single design and are obviously directed against Russia. Admittedly, these facts are far from optimistic.

Given such circumstances, it is completely ridiculous to hear accusations that Russia is allegedly concentrating the armed forces near its borders and preparing some kind of a combat action. In fact, any sovereign state has the right to freely deploy its military units within its own territory, and, by doing so, we did not in any way violate international obligations. Together with that Russia reserves the right to do everything possible to ensure security of its people by those means that it deem appropriate.

In this regard, number one priority today are talks with the US on the legal security guarantees. In December 2021 we have forwarded to our Western colleagues draft treaties between the Russian Federation and the United States on security guarantees and a draft agreement on ensuring security measures for the Russian Federation and the North Atlantic Treaty Organisation member states. This is a package of documents designed to guarantee that any further NATO advance to the East and the deployment of weapons systems near the Russian borders that threaten us, especially in Ukraine, is ruled out.

Our proposals are designed to create and legally implement a new system of agreements based on the principle of indivisible security and abandoning any attempt at achieving military superiority, which was approved unanimously by the leaders of all Euro-Atlantic states in the 1990s. We consider them crucial given that our Western colleagues have systematically failed to fulfill their political obligations, not to mention their verbal assurances and promises to the Soviet and Russian leadership. The talks on the substance are expected to start soon in Geneva and Brussels.

To conclude, we would like to stress once again - the path of confrontation is not our choice. It is up to our partners. No matter what, Russia will always stand for searching peaceful solutions first of all, as well as results-oriented diplomacy.

⚡️On the situation in the Republic of Kazakhstan

Following the events on January 5-6, the situation in the country is gradually improving. Economic activities in the republic are returning to normal. Passenger train services have been restored in full, and additional trains were rolled out to serve the most popular destinations. The operation of some of the national payment systems has stabilised. It has been announced that state support will be provided for small and medium-sized businesses that suffered from looting. Public transport has resumed operation in the Mangystau Region as well as at Aktau International Airport.

Government buildings in Almaty have been cleared from extremists. Many terrorists have been eliminated or arrested; their identities are being established. Law enforcement has taken control of the city’s airport although it is still closed for civil aviation.

There have been no threats to Russian foreign missions or Russian citizens in the respective consular districts. The situation around our diplomatic and consular missions remains calm. According to the latest reports, there were no Russian nationals among the victims.

❗️ The emergency centre of the Russian Embassy in Nur-Sultan is processing applications from Russian nationals who are unable to leave the Republic of Kazakhstan; their lists and places of residence are being specified in order to resolve the issue of their return to their homeland.

✈️ Between 5 to 6 pm local time on January 9, Russian Defence Ministry military transport aircraft will make flights from Almaty International Airport to Ivanovo and Orenburg to take Russian citizens back to their homeland. The meeting point is at the airport terminal at 2 pm local time. The Embassy of the Russian Federation in Nur-Sultan has requested that the country’s authorities assist Russian citizens in completing passport and customs formalities before the flights.

Neither the OSCE nor any international human rights organisation inquired about the fate of these journalists [in Kazakhstan], let alone offered real help. It did not even occur to them to comment on this caveman vandalism.

In other words, we are witnessing an outrageous violation of journalists’ rights, multiple attacks on their lives and obstruction of their professional duty to cover significant events during a crisis.

So where is a coherent response from international human rights institutions?

I will say it like it is: when it comes to media freedom, the OSCE is not dealing with its real problems, neither at a microphone, nor behind the stage nor in the quiet of their offices. They are not doing anything at all but churning out libellous reports based on the data slipped by the Big Brother through his NGOs.

Victoria, I believe you should remain a US citizen, thinking about the same matters, only in the United States, which is facing a lot of problems.

Proof of the [inadequate] quality of the US education system is provided by the White House representatives’ absurd statements, which are riddled with mistakes.

The US healthcare system has shown its worth to the American people and the rest of the world during the pandemic.
If you are concerned about roads, please, turn your eyes to New York, where the Manhattan potholes are probably worse than in any other major city in the world.

You will find the money to deal with these American problems if you reduce the number of US military bases in Europe that encircle Russia both in the snow and during summer heatwaves or stop allocating billions of dollars to sponsor impostors, such as Guaido or Tikhanovskaya.

You don’t know what to begin with? I suggest Philadelphia Badlands or Camden. Good luck! 💝

We are waiting for a response from Washington and expect it to be prompt. The ball has not yet reached our half of the field, it is still in the US court. It is important for White House Press Secretary Jen Psaki to understand this. She is obviously not aware of what happened in Geneva.

As for her numerous incoherent statements, we sincerely regret that people who lack knowledge of the subject in question represent the US leaders. Such statements damage the US itself by demonstrating a reluctance to understand the context and face reality. We would like to advise our colleague not to forget to switch on her critical faculties and to carefully double-check at least the most important issues just to avoid showing her lack of knowledge to the entire world.
With deep regret we've learnt about the demise of Kamal Khan Ji, one of the prominent journalists of #India. He had a unique educational & professional background, which, besides of all, made him an indispensable specialist on #Russia. Om Shanti
