❗️American RQ-4B Global Hawk Reconnaissance Drone Circles Sevastopol

It follows what's being described by officials as the largest UAV attack by Kiev to date - said to be targeting Russia's Black Sea Fleet/Military infrastructure in the city.

Russian Foreign Ministry: On October 29, the Ukrainian Armed Forces, under the cover of the humanitarian corridor set up for the implementation of the Black Sea Grain Initiative for the export of Ukrainian agricultural products, launched massive air & sea strikes using drones against the Russian Black Sea Fleet’s ships & infrastructure at the naval base in Sevastopol.

As a result of the actions (which cannot be qualified as anything other than a terrorist attack) by the Ukrainian armed forces, led by the British specialists, directed, in particular, against Russian ships ensuring the functioning of the humanitarian corridor, the Russian side can no longer guarantee the safety of civilian dry cargo ships participating in the Black Sea Grain Initiative and will suspend its implementation from today for an indefinite period. The corresponding instructions have been issued to Russian representatives in the Joint Coordination Centre in Istanbul, which is in charge of the transportation of Ukrainian food products.

Russian MFA Spokeswoman Maria Zakharova on the Ukrainian crisis and Kiev's preparations to staging a dirty nuclear bomb provocation.

💬 On October 25 the UN Security Council discussed, at Russia’s request, the Kiev regime’s preparations to stage a provocation with the use of a “dirty nuclear bomb” on the territory under its control. The Russian representatives cited convincing arguments pointing to the serious nature of this problem.

In our comment, we noted that the aim of the provocation prepared by the Ukrainian authorities and their Western curators is to blame Russia for allegedly using a weapon of mass destruction.

We urge the West to use its influence with its Ukrainian underlings and tell them to turn back from this reckless idea. It could have irreversible consequences, including possible mass loss of innocent civilian lives.

I would like to once again draw your attention to Vladimir Zelensky’s address to the Lowy Institute on October 6. His was perfectly frank about the use of nuclear weapons. Not by Russia but by NATO, I should stress. He urged the alliance to deliver preemptive strikes at our country.

📄 Press release on the Russian Federation’s initiative at the UN Security Council on investigating US military biological activities in Ukraine

• Over the past years, the Russian Federation has more than once raised the issue of the military biological activities conducted by the Pentagon and agencies within its jurisdictions in laboratories located far away from the United States on the Russian border in the post-Soviet countries.

• Such activities of the US military on territories adjacent to Russia have a direct effect on biological security of the Russian Federation.

Evidence and materials acquired during the special military operation have revealed the true nature of US military biological activities in Ukraine.

• The scale and goals of military biological activities become clear from a report on the inspection of the collection of microorganism strains at the Mechnikov Anti-Plague Research Institute of the Ukrainian Health Ministry in Odessa. According to the report, the institute had in its storage 422 units of cholera causative agents and 32 units of anthrax causative agents.

• The list of documents at our disposal incudes the descriptions of projects UP-4, Flu-Flyway and P-781, which studied the potential spread of dangerous infections by migratory birds and bats, which can be regarded as the carriers of viruses. The spatial range of these projects included not only the Ukrainian regions that border Russia but also the territory of Russia.

• The above circumstances and the military-biological activities carried out in Ukraine are indicative of the fact that the United States and Ukraine are violating the provisions of Articles I and IV of the BTWC.

• In accordance with Article VI of the BTWC, and in the absence of a constructive response from the United States and Ukraine to our claims, the Russian Federation was left with no choice but to file a complaint with the President of the UN Security Council to launch an international investigation.

❗️ We will push to have our legitimate rights exercised based on the provisions of international law.

⚡️ The wreckage of the sea drones used by the #Kiev regime under the leadership of the #UK representatives in a terrorist attack in #Sevastool port on October 29 was found & lifted to the surface.

Memory data from the Canadian navigation modules installed on the unmanned aerial vehicles revealed that the sea drones were launched from the coast near #Odess.

At first, the drones moved along the "grain corridor", then they changed the route & headed to the Russian ship base in #Sevastopol. Movement data of one of the sea drones indicate the starting point in the sea area of the "grain corridor" security zone in the #BlackSea.

Experts suggest that one of the sea drones may be launched from a civilian vessel chartered by #Kiev or its Western patrons to export agricultural products from #Ukraine.

📢 Russia's decision to suspend the grain deal is due to a potential threat to the humanitarian corridor, Russian President Vladimir Putin told reporters Monday.

"Everyone there is now talking about what Russia is doing, without remembering what it is caused by. And it is caused by a potential threat to this humanitarian corridor," he said.

"We are not saying that we are terminating our participation in this operation [Grain Deal]. No, we are saying that we are temporarily suspending it," Putin stressed.

In the meantime, Ukraine must guarantee that there will be no threats in the grain corridor, the president noted:

"Ukraine must guarantee that there will be no threats to civilian vessels and to Russian supply vessels”

Following Ukraine's terrorist attack against ships of the Black Sea Fleet and civilian vessels involved in ensuring the security of the ‘grain corridor’ on 29 October this year, the Russian Federation suspended the implementation of the agreement on the export of agricultural products from Ukrainian ports (Black Sea Initiative).

Russia's position was brought to the attention of UN Secretary-General António Guterres and the UN Security Council.

With the help of an international organisation and Turkey, the necessary written guarantees from Ukraine on the non-use of the humanitarian corridor and Ukrainian ports designated for the export of agricultural products for military operations against the Russian Federation were obtained and submitted to the Joint Coordination Centre (JCC) on 1 November 2022.

The Ukrainian side, in particular, officially assured that ‘the maritime humanitarian corridor will be used only in accordance with the provisions of the Black Sea Initiative and the related JCC regulation’.

The Russian Federation believes that the guarantees received at this time are adequate and resumes implementation of the agreement – the Initiative for the Safe Transportation of Grain and Food from Ukrainian Ports (the Black Sea Initiative) – which had been halted following the terrorist attack in Sevastopol.

⚡️ Statement of the Russian Federation on preventing nuclear war

As a permanent member of the United Nations Security Council and one of the nuclear-weapon powers, in accordance with the Treaty on the Nonproliferation of Nuclear Weapons, the Russian Federation bears a special responsibility in matters related to strengthening international security and strategic stability.

In implementing its policy on nuclear deterrence Russia is strictly and consistently guided by the tenet that a nuclear war cannot be won and must never be fought.

Russia proceeds from the continued relevance of the existing arrangements and understandings in the field of cutting and limiting nuclear weapons, as well as reducing strategic risks and threat of international incidents and conflicts fraught with escalation to nuclear level. We fully reaffirm our commitment to the Joint statement of the leaders of the five nuclear-weapon states on preventing nuclear war. We are strongly convinced that in the current complicated and turbulent situation, caused by irresponsible and impudent actions aimed at undermining our national security, the most immediate task is to avoid any military clash of nuclear powers.

❗️ We urge other states of the "nuclear five" to demonstrate in practice their willingness to work on solving this top-priority task and to give up the dangerous attempts to infringe on vital interests of each other while balancing on the brink of a direct armed conflict and encouraging provocations with weapons of mass destruction, which can lead to catastrophic consequences.

🌐 Russia continues to advocate for a revamped, more robust architecture of international security based on ensuring predictability and global strategic stability, as well as on the principles of equal rights, indivisible security and mutual account of core interests of the parties.
