We have updated our position on HB2296 from opposed to neutral. We want to thank Rep. Neal Carter for working with us on the floor amendment to address our concerns. The floor amendment requires police to have a reasonable suspicion before doing a warrantless search of a probationer.

This was an excellent floor speech from Rep. Neal Carter, as he explains why it’s time to repeal the cities’ authority to tax residential rental properties.

SB1184 (and house mirror bill HB2067) passed both chambers and was transmitted to the Governor.

The Republican Liberty Caucus of Arizona Opposes HB2469

The strike-everything amendment to HB2469 would create a new crime called Drug Trafficking Homicide, a class 1 felony. A person would be guilty of this offense if they sell a drug to someone and that individual dies sometime after taking it. Per the bill’s language, the state would not have to prove the drug was the sole or immediate cause of the person’s death. This means that someone could be wrongfully convicted of a class 1 felony (the most serious felony), with no evidence that they were responsible for the death. We respect the intent of this bill, to reduce the amount of tragic deaths from drug overdoses. However, this concerning portion of the bill must be removed before its passage. The state must always prove beyond a reasonable doubt that the accused person is guilty of the crime. This bill defies that standard. We respectfully oppose HB2469.

It should be noted that this bill is virtually identical to HB2167, which was rejected by the House Judiciary Committee, 2-5. Legislators should also reject HB2469.

HB2469 passed out of House Health and Human Services 6-3, and currently awaits a floor vote.

Last Thursday, Chandler City Councilman Mark Stewart made a motion for the council to consider suspending their 1.5% sales tax on groceries, to provide inflation relief for Chandler residents. The Mayor quickly shut down the discussion before anyone could second the motion. It’s disappointing to see that the Mayor and other Councilmembers are unwilling to even consider such a proposal, at a time when Chandler sits on a large surplus, all while Arizonans struggle to pay their bills. Thank you Councilman Mark Stewart for attempting to reduce taxes to help Chandler residents make ends meet. We support a repeal of the food sales tax.

The Republican Liberty Caucus of Arizona Supports SB1117

Sponsored by Sen. Steve Kaiser, SB1117 would remove onerous and unnecessary zoning restrictions, giving property owners more freedom to do what they want with their property. The bill also cuts red tape that currently slows down the building approval process. This will help get the government out of the way, so the free market can meet housing demands. We support SB1117.

SB1117 passed out of Senate Commerce Committee 5-2, and currently awaits a floor vote.

Ask your State Senator to support SB1117, so we can cut red tape and advance private property rights!

All across the country, we’ve seen Governors abuse their emergency powers and violate our constitutional rights, all under the guise of a public health “emergency.” This is why we must pass HCR2039, which will allow the people, through their elected Representatives, to protect their liberties from tyrannical executive actions.

In short, the bill allows the legislature to put a necessary check on the Governor’s unfettered emergency powers.

The Republican Liberty Caucus of Arizona Opposes SB1138

SB1138 imposes new regulations on financial institutions, prohibiting them from discriminating based on social credit or political affiliation. While we acknowledge the concerns over ESG and social credit scores, this bill violates free market principles. Banks are private companies; they should be able conduct business with customers without additional government interference. If individuals are discriminated against by a financial institution, they can take their business elsewhere to a different company.

A better response to the ESG issue would be to restrict government from imposing social credit requirements on banks. This is why we support HB2472 instead of SB1138. For these reasons, we respectfully oppose SB1138.

SB1138 is scheduled for House Commerce Committee this afternoon at 2pm.

The Republican Liberty Caucus of Arizona Opposes SB1102

The strike everything amendment to SB1102 would extend the Maricopa County transportation excise tax for 20 years, while allocating 39% of the revenue towards public transportation and light rail. Light rail is an incredibly wasteful, inefficient use of taxpayer money. We respectfully oppose this tax extension.

SB1102 is scheduled for House Appropriations Committee on Monday, April 3 (tomorrow).
