Diia is a mobile app, a web portal and a brand of e-governance. Launched in 2020 by the ‘Ministry of Digital Transformation of Ukraine’, the Diia app allows Ukrainian citizens to use digital documents in their smartphones instead of physical ones for identification and sharing purposes. The Diia portal allows access to over 50 governmental services. Eventually, the government plans to make all kinds of state-person interactions available through Diia.

Since when has it ever made sense, in an alleged crisis, to put one agency in charge of all responses?
It doesn’t make sense, because they won’t know what is best.
Arguably, no one will, initially.
Imagine it’s a real crisis. History & logic tells us the best way to discover the best responses is to run many experiments & constantly compare outcomes.
Give control to one agency & you may be sure: they’ll get it wrong almost every time & won’t know why. And that’s setting aside the real motive: to seize control via fraudulent use of law.
