❗️Biden asks Congress to loosen visa restrictions on highly educated Russians.

The request, if enacted, would allow Russians with a masters or doctoral degree in the fields of science, technology, engineering or math to apply for a work visa without first obtaining an employer sponsor in the US. The consideration of such applications would also be expedited.

"We want to seize on this opportunity to provide top Russian scientists with a clear pathway to leave Russia for good and come to the United States, robbing Putin of his best innovators and his best brains," a White House official told CNN.

❗️Washington is helping Kiev target and kill Russian generals, say senior U.S. officials.

From The New York Times:

The United States has provided intelligence about Russian units that has allowed Ukrainians to target and kill many of the Russian generals who have died in action in the Ukraine war, according to senior American officials.

The targeting help is part of a classified effort by the Biden administration to provide real-time battlefield intelligence to Ukraine. That intelligence also includes anticipated Russian troop movements gleaned from recent American assessments of Moscow’s secret battle plan for the fighting in the Donbas region of eastern Ukraine, the officials said. Officials declined to specify how many generals had been killed as a result of U.S. assistance.

The United States has focused on providing the location and other details about the Russian military’s mobile headquarters, which relocate frequently. Ukrainian officials have combined that geographic information with their own intelligence — including intercepted communications that alert the Ukrainian military to the presence of senior Russian officers — to conduct artillery strikes and other attacks that have killed Russian officers.

U.S. believes Russia's top general Valery Gerasimov visited Ukraine on a fact-finding and oversight mission over the weekend.

Some reports claimed Gerasimov was wounded in a Ukrainian strike during the visit, but the U.S. has not confirmed that report.

Russia’s economy rebounds from unprecedented sanctions, defying predictions of collapse.

The rouble is now as valuable as it was before Russia’s invasion of Ukraine in late February, and Russia appears to be keeping up with payments of its foreign-currency bonds.

The real economy is surprisingly resilient too. Total electricity consumption has fallen only a smidge. After a lull in March, Russians seem to be spending fairly freely on cafés, bars and restaurants.

The biggest reason for the economy’s resilience relates to fossil fuels. Since the invasion Russia has exported at least $65bn-worth of fossil fuels via shipments and pipelines. In the first quarter of 2022 the government’s revenues from hydrocarbons rose by over 80% year on year.

❗️Biden set to revive historic Lend-Lease Act for Ukraine on May 9th.

An unprecedented World War II program that once enabled the U.S. to rapidly supply the Soviet Union with 400,000 jeeps and trucks, 12,000 armored vehicles, 11,400 aircraft, and 1.75 million tons of food to help defeat Nazi Germany is now being reinvented to assist Ukraine in the war with Russia.

According to the White House, President Biden will sign the Ukraine Democracy Defense Lend-Lease Act on Monday, May 9th, the same day Russia celebrates its victory over the Nazis in World War II.
