refactor(hook): 重构“移除时间红字”功能为多应用模块

将分散在 `systemui`、`alarmclock`、`clockbase` 和 `uiengine` 中的“移除时间红字”功能进行重构。所有相关的 Hook 逻辑被整合到一个新的多应用模块 `remove_red_one` 中，以实现集中管理和维护。

同时，更新了相关页面的用户界面，将原有的开关选项替换为指向新功能页面的 `Action` 路由，并调整了 `RouteFormatter` 以支持解析新路由的标题。

- 解除在微信视频、通话等场景下无法使用全屏翻译的限制。

- 允许在小窗或浮窗模式下调用全屏翻译功能。
