There's a widespread issue on OnePlus devices running Oxygen OS 11 and 12.
The setup gets stuck on a loading screen or will get stuck after Disagreeing to Co-Creation Labs.

Only fix as of now is to remove SIM Cards and then try to just skip the setup without SIM Cards. Once the setup completes, just put your SIMs back in and use it.

There's no proper reason why this is even happening. However @Chrooma came across such incidents in 9RT Group as well as on r/OnePlus Subreddit.

Once the issue is fixed or any further information is released by OnePlus, we will share it here as soon as possible.

One more addition: Internet MUST be disconnected in order to skip the setup. So make sure that you are disconnected from WiFi and SIM Networks.
