Yup, the above update is exclusive to European variant of OnePlus Nord. Oxygen OS 12.1 (based on Android 12) isn't yet out to European Nord yet.

Indian and Global have their respective Oxygen OS Stable F.12 and C.11 Updates, so they might not receive the 11.1.11.11 update. [We have no confirmation about this yet]
