The WA Labor government admits that the powers under Section 158, which give an authorised officer the power to hold someone down and forcibly administer a vaccine, have yet to be invoked.
They failed to answer whether they will repeal this draconian power.

❗️The Town of Port Hedland is once again facing a commissioner being installed after years of bitter infighting and public spats that have left the council unable to function.
Mayor Peter Carter resigned this morning, citing continued dysfunction among councillors for his decision to throw in the towel.
“I’m resigning today because I can no longer work with the ... remaining ... members,” he said.
“Port Hedland deserves a future where we can grow unimpeded by dysfunction. Without my resignation, this chaos would continue.”
With Mayor Carter’s resignation, the council no longer has the five members needed to form a quorum.
It will be the second time in just six years that the council has been dissolved with Mr Carter also prompting the 2019 appointment of a commissioner when he resigned his position, then as a councillor.
In 2021, elections were held and the council was reformed with Mr Carter as mayor.
In May of this year, Ms Beazley threatened the Town with a commissioner if councillors were “not be able to put the best interests of their community first”.
And just last week she appointed WA’s first local government inspector, who is tasked with preventing such council breakdowns before they begin.
Local government veteran Tony Brown will take on the role, giving him the ability investigate and intervene in local governments when issues are identified, with an emphasis on early intervention.
This week’s events at the Town of Port Hedland follows years of hostility between councillors, including defamation suits, misconduct probes, marathon meetings stretching four hours or more, bitter vaccine debate, and one councillor, Adrian McRae, twice travelling to Russia to praise Vladimir Putin — issues that prompted Premier Roger Cook to publicly call out the council multiple times last year.
Just last week, Minister Beazley said she would be “watching the council closely”.
The Department of Local Government, Sport and Cultural Industries, issued a letter to the council in April 2024, urging them to implement an “improvement plan”, citing a “breakdown in relationships,” poor communication, inappropriate social media usage, and extended meeting times.
However, council functioning continued to dissolve, prompting three members — Tim Turner, Ambika Rebello and Sven Arentz — to resign from council in the first half of 2025.
Left with the minimum number of councillors to form quorum, the council has stagnated for months.
Mr Carter said the failure of the remaining members to pass a budget after 11 meetings confirmed the council had become untenable.
He said the dysfunction was so entrenched he went so far as to say he thought Port Hedland might be better off without a council altogether, arguing the town was too important to the state’s economy to be hamstrung by local politics.
“The town’s too important. It should be part of the state government’s economic zone. It needs a minimum of two to four years under a commissioner to sort it out. This council has lost the plot,” Cr Carter said.
He said fringe politics had infiltrated the council, distracting it from basic governance and eroding trust.
“One of the most disappointing experiences I had was watching the business of council captured by . . . anti-vax agenda. Sadly, this is encouraged by councillors who hold up meetings with ridiculous statements,” Cr Carter said.
In a statement, the Town of Port Hedland confirmed Mayor Peter Carter had handed in his resignation on August 25.
“Mayor Carter’s resignation means the council can no longer form a quorum, and as such it has been dissolved,” they said.
“The Town is awaiting further information from the Department of Local Government, Industry Regulation and Safety.
“The Town will not be making any further comment on the mayor’s resignation.”

The PH Deputy Mayor (who is now the Acting Mayor) has written to the WA Minister of Local Government and asked the Minister, Hannah Beazley, to allow Port Hedland Council to run a reduced quorum to pass our annual budget on Thursday night, 28th August.
We need as many phone calls and/or emails to the Minister as possible, each demanding that Minister Beazley enacts Section 5.7 of the WA Local Government Act, by approving a temporary reduced quorum to enable the remaining Elected Members to pass the Annual '25/'26 Annual Budget.
The Minister must also allow the democratic process to run its course, by allowing the Town of Port Hedland Council to move toward the October election in caretaker mode (which begins in every WA Council next week anyway) thereby facilitating the WA Local Government general-elections to take place in Port Hedland, as will also be happening all across WA, on October 18th.
Any other outcome would be extremely un-democratic and this disgraceful behaviour would raise serious questions about the WA Government's strategic involvement in the dissolution of the Port Hedland Council.
We have included the Minister's email and phone number below.
We have also added some friendly Main-Stream-Media folk's emails, who we'd suggest to be CC'd into these emails of support of the Port Hedland Council.
