New proposal to deploy the Barnard network upgrade has been published for community review, with voting to start next week on the MultiversX governance portal!

Barnard introduces advanced governance features, storage iterator support, fee model adapted to efficient blockspace usage, several new features, and the final groundwork for Supernova.

Altogether, it delivers:

- decentralized proposal submission
- self-governance capabilities
