PA Audit Update: ‘A Limited Scope and a Limited Investigation’ with ‘Potential to Grow’

In a hearing today, the Senate Intergovernmental Operations Committee voted 7 to 4 to send subpoenas to the Department of State. There was no discussion of the “steps necessary to get access to ballots and other voting materials to begin a full forensic audit of the 2020 General Election,” as promised by Senator Jake Corman in his September 10 press release.

Senator Dush explained that while ultimately, “there is going to be a need to have multiple investigators with multiple areas of expertise (min 48:00),” the current examination is about “ensuring the integrity of the voter registration system.” At the conclusion of the session, Dush reiterated, “If evidence leads to further inquiry, [the investigation] has a potential to grow. As it relates right now, we’re working on a limited scope and a limited investigation… then we’ll see where it goes from there (min 1:13:48).”

Mastriano issued a statement today communicating his disappointment with the Senate’s slow-walk review: “Today’s subpoenas do not go nearly far enough to begin a full forensic audit of the 2020 election. In August, I was prepared to issue extensive subpoenas to 3 counties for 100% of all ballots and envelopes, poll books, and election machines… I will continue… to be a tireless voice in the Senate until full subpoenas are issued.”

Corman Running Out the Clock?⏳ PA Department of State Obstructed Previous Attempts to Audit the SURE System

In 2019, the PA Department of the Auditor General (DAG) attempted to conduct an audit of Pennsylvania’s SURE voter registration system. His report concluded that DAG was unable to verify the security and accuracy of the SURE system due to obstruction and evidence withholding from the Department of State, the Department of Transportation, and several counties:

“Significant scope limitations caused by a lack of cooperation and a failure to provide the necessary information by DOS, the Pennsylvania Department of Transportation (PennDOT), and four county election offices (counties), substantially impacted our ability to obtain sufficient appropriate evidence to fully achieve all audit objectives as described below and within Finding 1.  

DOS’ denial of access to critical documents and excessive redaction of documentation resulted in DAG being unable to fully achieve three of the eight audit objectives. Specifically, DAG was unable to accomplish the following: (1) Objective 1, the accuracy of the records maintained in SURE; (2) Objective 3, the review of security protocols of the SURE system; and (3) Objective 6, review of the external controls, methodology for external audits and external audits review process. This sustained refusal to cooperate with our information requests was done without DOS providing any plausible justification for their noncooperation. Accordingly, DAG was unable to establish with any degree of reasonable assurance that the SURE system is secure and that Pennsylvania voter registration records are complete, accurate, and in compliance with applicable laws, regulations, and related guidelines.”

The Senate Intergovernmental Operations Committee must be aware of the previous failed attempts to audit Pennsylvania’s SURE voter registration system. Why make a full forensic audit contingent on the results of a potentially lengthy and contentious SURE system investigation? Or are they just running out the clock?⏳

Kemp, Raffensperger, Carr Will Explain Why They Bought an Unverifiable Dominion Voting System That Violates Georgia Law

CD Media provides an update on VoterGA’s lawsuit to ban Georgia’s Dominion voting system, which the U.S. District Court of Northern Georgia ruled was illegal in an October 11, 2020 Order for the case known as Curling v. Raffensperger:

As petitioners from Voters Organized for Trusted Election Results in Georgia (VoterGA) go back to court next Monday, September 20th seeking a Fulton County ballot inspection, another VoterGA election petition will require a legal response at the end of that week from the top Georgia officials. Governor Brian Kemp, Secretary of State (SOS) Brad Brad Raffensperger and Attorney General Chris Carr will be required to explain why the state bought an unverifiable voting system that a federal court found in violation of Georgia laws.

In late August, VoterGA and State Rep. Philip Singleton filed a legal petition against the State of Georgia to immediately and permanently ban the Dominion Democracy Suite 5.5 Ballot Marking Device (BMD) system from the state. Georgia’s Democracy Suite 5.5A (GA) system accumulates votes hidden in QR (Quick Response) codes that cannot be read by the voters and are thus unverifiable to them. Kemp, Raffensperger and Carr have now been served as shown on the docket and are required to respond to the petition by the end of next week.

Georgia law requires a voting system to “…print an elector verifiable paper ballot” and to “…produce paper ballots which are marked with the elector’s choices in a format readable by the elector.” A federal court has already found that Georgia electors instead “…vote on a system that does none of those things.” Thus, any use of the system violates two Georgia statures.[O.C.G.A. § 21-2-2(7.1); O.C.G.A. § 21-2-300(a)(2)]

Although the case is still active, Judge Totenberg has yet to order relief. Thus, VoterGA and Rep. Singleton will press the Fulton County Superior Court for that relief. Either court could now order the relief that many Georgians are seeking. That is to permanently ban the Dominion Democracy Suite 5.5 system from further use in Georgia.

Election Investigation Must Include People and Flow of Money | War Room

Amistad Project founder Phill Kline argues for a 4th component to the 2020 election audits. In addition to the canvass and forensic examination of the ballots and machines, we must investigate the people and the flow of money.

“We need someone under oath who fesses up… Start with the financial documents… get the bank records which show the flow of information into people’s pockets. It’s evidence like this that breaks open the potential conspiracy to manufacture a win for Biden,” Kline explains.

Raffensperger and Kemp’s approval of a Dominion voting system that was in clear violation Georgia law is a perfect example of needing to follow the money. Warrior Senator @KellyTownsend has already initiated this type of investigation in Arizona with an audit of the Dominion procurement process and private grant monies received by the SOS and Maricopa and Pima counties.

Kline reminds us, “The burden should be on the election officials to demonstrate that they complied with the law in running the election — it shouldn’t be on the investigators to prove fraud before they start an investigation. …Their obfuscation, hiding of evidence, actual possible deletion of evidence is evidence in itself that they didn’t do their job.”
