Who is eligible for release?
According to Al-Jazeera, the list of 300 Palestinians eligible for release under the truce deal comprises 33 women and a majority of boys aged 16-18. However, there are boys as young as 14 on the list.
Most detainees haven't been tried by a court (WSJ), many of which are in administrative detention (no charge, no time limit), while others have been convicted of crimes. It can be attempted murder at maximum. Many offenses are โcarrying knivesโ, โthreatening securityโ, โillegally entering Israel without a permitโ, โsupporting terrorismโ and โthrowing stonesโ. In July, the organisation Save the Children said that โthe main alleged crime for these detentions [of minors] is stone-throwing, which can carry a 20-year sentence in prison for Palestinian childrenโ.

Resume until something major happens (that leads to the death of Hamas leadership or loss of combat ability), or until Israel's army and economy is exhausted.
Israel will have to make a hard choice that will end Netanyahu's political career. He was considering retirement after the war anyways.
Only then, will real negotiations start for that release. Unfortunately it won't be easy and it might take a month or two more of this war to reach that moment.
