โ—๏ธThe Australian Defence Force has awarded a contract to Kongsberg Defence Australia, a state-owned defence industry company, to build a guided missile manufacturing facility.

โšก๏ธAmong other things, anti-ship missiles and air-launched cruise missiles will be produced there. The enterprise is planned to be located
on the territory of Newcastle International Airport.

โšก๏ธThe initial production phase is planned for 2027. The project cost is estimated at 10.5 - 13.8 billion dollars.

โšก๏ธIt is clear that all these are contracts for future years, and the plant will be built only by the end of the decade, but nevertheless, Australia is increasing its military potential and localizing production.

โšก๏ธWith tensions rising in the Asia-Pacific region and a looming conflict on Taiwan, the Australians, urged on by the United States, are strengthening their military-industrial complex.

โšก๏ธFactories are being built, air bases are being modernized in Australia, new ships are being built and new equipment is being purchased. And anti-ship missiles and cruise missiles are needed in case of confrontation with China. Moreover, the Chinese are acting increasingly actively off the coast of Australia.

Prime Minister Phแบกm Minh Chรญnh has directed the State Bank of Vietnam (SBV) to consider commercial banksโ€™ proposals on implementing Basel III international banking standards.

The direction is under the newly-issued Prime Minister's Directive 09/CT-TTg on the tasks and solutions of State-owned enterprises (SOEs) to contribute to the Governmentโ€™s double-digit economic growth target.

Under the directive, the PM has also asked the SBV to study and implement banksโ€™ recommendations on sandboxing applications with the spirit of creating space for creativity and evaluating effectiveness.

The SBV must also direct commercial banks to continue to reduce costs, increase the application of technology, simplify administrative procedures and review and restructure the organisational apparatus.

Commercial banks must be willing to share part of their profits by reducing lending interest rates in the spirit of โ€˜harmonised benefits and shared risksโ€™, the PM noted.

Chรญnh has required banks to promote credit more promptly and more effectively, especially for projects and sectors that are economic growth drivers, including digital transformation and green growth, while ensuring the safety of banking operations.

In addition, it is necessary to continue researching and implementing preferential credit packages to develop social housing and create favourable conditions for young people under 35 years old to buy social housing.

As for the application of Basel III standards, the Ministry of Finance has previously made public a draft resolution on the establishment of international financial centres in Viแป‡t Nam, asking for comments. Under the draft, the ministry expects Basel III will be applied in the centres from January 1, 2026.

However, the SBV responded that there is no practical basis for applying Basel III international standards in the centres from the proposed date.

The SBV believes that the roadmap for applying Basel III at the financial centres needs to be consistent with the roadmap applied to commercial banks and branches of foreign banks in the country.

The central bank suggests that in case of a need for immediate application, the ministry should clearly stipulate that the roadmap for applying the Basel III banking standards for foreign investors will be implemented in the financial centres from January 1, 2026 and this is considered a condition for granting an establishment licence in the centres.

Late last year the SBV also proposed adjusting the minimum capital adequacy ratio of banks from the current 8 per cent to 10.5 per cent to update regulations according to Basel III standards and to suit the specific operations of Vietnamese banks.

In Viแป‡t Nam, the banking system is moving towards applying Basel III standards to improve capital quality and liquidity, which helps create a foundation for a stable banking system that can recover from crises while minimizing systemic risks.

Thailand is quietly becoming one of the worldโ€™s most strategic testing grounds for a new kind of financial system one that blends government backed liquidity with blockchain based infrastructure. The Thai government has committed to injecting massive liquidity into the real economy through its digital wallet program. Nearly 50 million citizens are receiving free digital money, about 10,000 baht each through a geofenced, identity-verified wallet system. While the public sees this as economic stimulus, underneath it is the quiet rollout of programmable payment infrastructure, designed to function like a CBDC without explicitly calling it one.

Velo Labs is building the plumbing for this system. Operating on #Stellar, Velo acts as a decentralized credit engine that allows institutions like banks and licensed fintechs to issue digital credits backed 1:1 by fiat or collateral. These credits can be transferred instantly, exchanged across currencies, and settled in seconds. With its network of financial anchors across Asia, Velo is emerging as the bridge between the stateโ€™s monetary policy and the private sectorโ€™s need for speed, compliance, and cost-efficiency.

This is where Chainlink comes in. As Thailand moves to digitize its economy, the need for real-time data becomes critical. Chainlink provides the secure price feeds and proof of reserve systems that allow Veloโ€™s credits to remain reliably pegged to fiat currencies. It ensures that the digital money issued through Velo is always backed, auditable, and accurately priced eliminating the need to trust centralized data providers. Chainlink also unlocks programmability by allowing smart contracts to respond to real world events, making automated, conditional payments a reality within Thailandโ€™s evolving CBDC framework.

Together, Velo and Chainlink are forming the rails and logic that underpin Thailandโ€™s digital finance transition. The government is not just giving out free money itโ€™s quietly building a new financial architecture that replaces outdated infrastructure with interoperable, blockchain-based systems. What looks like a simple handout today is actually the dry run of a much larger, programmable, cross border payment network designed to reshape how money moves not just in Thailand, but eventually across Southeast Asia.
