Browder is saying that in military strategy, you do not go on the offensive when you are severely outnumbered. Russia would thus take a defensive position, if NATO is to allow Ukraine to use long-range weapons, to strike deep into Russian territory.
That means Browder fully understands that the war would thus morph into a direct war between NATO & Russia, making NATO the aggressor on the offensive.
